Gilman schools show improvement in state report card

The Wisconsin Department of Instruction (DPI) released their annual School and District Report Cards on Tuesday November 14. The common theme for the Gilman School District was that they showed improvement over last year’s scores and both the district and each school within the district continued to meet expectations.
As part of the state accountability system, the DPI produces report cards for every publicly funded school and district in Wisconsin. These report cards include data on multiple indicators for multiple years across four priority areas. The four priority areas are: achievement, growth, target group outcomes and on-track to graduate. A school or district’s overall accountability score places the school/ district into one of five overall accountability ratings. These ratings are: Signifi cantly exceeds expectations, exceeds expectations, meets expectations, meets few expectations and fails to meet expectations.
As a district, the district received an overall score of 67.5. this was an improvement of 4.4 points from the 2021-22 (last year’s) report card. As a district, the strongest of the priority areas was on-track to graduation. Last year’s score

was 84.7, while this year’s score was 86.8. The on track to graduation area indicates how successfully students are progressing toward completing their k-12 education. The score combines component scores for measures of student engagement and achievement. The district showed much less chronic absenteeism when compared to the state average. They also showed better graduation rates as well.
The lowest scored priority area for the district came in achievement. Achievement summarizes how the district’s students performed on state assessments. The score is a multi-year average of English language arts and mathematics. This year’s score was 49, while last year’s score was 49.2, a drop of 0.2 points.
The district saw the biggest drop in the growth priority area. This year’s score was 64.1, while last year’s score was 69.8. The growth priority area measures year to year student progress on statewide

tests. Meaning that these scores were compared to the previous year’s scores.
The Elementary School showed the most growth year over year. Their 202223 overall score was 66.4, which meets expectations. This was an improvement of 5.1 points from last year. The elementary school improved in three out of the four priority areas. The most growth over the previous year came from the target group outcomes. Target group outcomes examine outcomes for students with the lowest test scores. It is designed to focus on learners who need the most support while also improving outcomes for all students. In 2021-22 the elementary school scored 55. This year that score went up to 62.7, an increase of 7.7 points.
The only score that dropped from last year to this year was in the priority area of on-track graduation. That score went down just a tenth of a point from 86.5 in 2021-22 to 86.4 this year.

When looking at the priority areas, the high school saw a decrease in their growth score. Last year’s score was 78.4, while this year’s score was 66.9.
The high school did see a jump in their on-track to graduation score. The high school improved their score from 85.3 last year to 87.3 this year.
Gilman’s eSucceed Virtual School had a score this year 59.6. This was an improvement of 3.4 points over last year. Some scores are not yet available for eSucceed because of the length of time that eSucceed has been in existence.
The eSucceed program did see a big jump in their on track to graduation score. In 2021-22 that score was 59.9, while this year’s score was 85.4.
This year was the first year that the growth score was available for eSucceed and they scored 57.5.
Dr. Walter Leipart, Gilman School District Administrator had the following to say regarding this year’s test scores, “by supporting implementation of our existing curriculum with fidelity and continuous improvement in student achievement as it relates to their grade level peers state on state assessments, we will see continued growth and could exceed expectations as soon as next year.”
