Tess named ‘Water Operator of the Year’ Tess named ‘Water Operator of the Year’

Bill Tess, the village of Edgar’s water utility director, has received the 2025 District 3 Wisconsin Rural Water Association (WRWA) Water Operator of the Year. The award was presented to him on March 26 in Green Bay.

Since 1989, WRWA has recognized individuals across the state who demonstrate outstanding performance and commitment in the water and wastewater industries. This award is a testament to Bill’s dedication, professionalism, and the high standards he brings to our utility operations every day.

Todd Weich, local Rural Water Circuit Rider, nominated Tess for this honor after working closely with him during the multiple water main breaks the village experienced this past season.

“Todd saw firsthand Bill’s tireless efforts, calm under pressure, and deep commitment to maintaining water service and safety for our community,” wrote village administrator Jennifer Lopez in an email.

Tess has been working for the village since 2000, when he started in the parks department before earning his certifications in water and wastewater treatment during his first two years on the job. He then took over for Ed Lehman in the water department when Lehman retired.

As a water operator, Tess has to continually take courses and pass tests in order to earn enough credits every three years to maintain his certification.

Tess said his job involves “maintaining safe drinking water for the community along with ensuring we are compliant” with standards set by the DNR, EPA and Public Service Commission. He also repairs water main breaks and replaces water meters.

Tess said he was “extremely honored” to receive the award and was happy when his family and coworkers surprised him by attending the award ceremony.
