Taylor County Board of Supervisors Wednesday, October 28, 2020 9:00 a.m.
The following minutes are only a draft and have not yet been approved by the Taylor County Board. Therefore, they remain subject to revision pending final approval at the next meeting of the Taylor County Board of Supervisors.
The Taylor County Board of Supervisors was called to order at 9:00 a.m. on Wednesday, October 28, 2020, by Jim Metz, County Board Chair, in the Third Floor County Board Room, Taylor County Courthouse, 224 South Second Street, Medford, WI 54451.
The Prayer of Divine Guidance was given by Pastor Rodger Prois, St. Paulâs Evangelical Lutheran Church, Medford, WI. Supervisor Hansen led the Board in The Pledge of Allegiance. Roll call was taken by Andria Farrand, County Clerk, with thirteen (13) members present, three (3) members present via GoToMeeting (Makovsky, Knoll, Mildbrand), one (1) absent (Thums). A quorum being present, the board was declared in session.
Patty Krug, Taylor County Health Department Director, gave the board an update on the Covid-19 pandemic, stating a 50% increase in cases in the month of October.
It was moved by Hinkel, seconded by Gebauer, to approve the agenda with eleven (11) items. A unanimous vote cast, the motion carried.
Andria Farrand read correspondence from the Village of Stetsonville, thanking the County Board for the donation of powerline grant money towards their pond restoration project.
The Clerk then read the list of library tax exemptions to the board. They were from the City of Medford, Town of Westboro, Village of Gilman, Village of Rib Lake and the Village of Stetsonville and they have requested to be exempt from the County Library Tax. It was moved by Hansen, seconded by Roiger, to approve the exemptions. Motion carried.
Docket No. 2020-6-42: A RESOLUTION TO REMOVE THE DEED RESTRICTION ON THE CLEVELAND AND TAFT GILMAN SCHOOL DISTRICT FOREST PROPERTIES.
RESPECTFULLY SUBMITTED: RAYMOND SOPER, DISTRICT 16 SUPERVISOR AND EARL HINKEL, DISTRICT 15 SUPERVISOR AND MYRON BROOKS, DISTRICT 14 SUPERVISOR, TAYLOR COUNTY BOARD OF SUPERVISORS It was moved by Soper, seconded by Hinkel, to adopt the resolution as submitted. Wally Leipart, Gilman School Superintendent, was present to answer questions from the board. After much discussion, a roll call vote cast, fifteen (15) voting aye, one (1) voting no (Lewis), and one (1) absent (Thums), the motion carried. The item was declared adopted and became Resolution No. 19.
Docket No. 2020-6-43: A RESOLUTION FOR COUNTY BRIDGE AID FOR 2020 EXPENSES.
RESPECTFULLY SUBMITTED: HIGHWAY COMMITTEE AND FINANCE COMMITTEE It was moved by Zenner, seconded by Soper, to adopt the resolution as submitted. It was then moved by Soper, seconded by Adams, to amend the original resolution with the following changes which were read by Soper: Add:

After some discussion, a roll call vote cast, eight (8) voting aye, eight (8) voting no (Hansen, Roiger, Knoll, Zenner, Albrecht, Lewis, Brooks, Adams), one (1) absent (Thums), the motion failed.
Docket No. 2020-6-52: A RESOLUTION IN SUPPORT OF TELECOMMUTING OPPORTUNITIES AND TELECOMMUTER FORWARD CERTIFICATION.

Chairman Jim Metz recessed the County Board at 9:57 a.m. and convened as a Budget Hearing at 10:05 a.m.
Budget Hearing
Charles Zenner, Finance Committee Chair, was the Chair for the Budget Hearing, reviewing the summary of the 2021 Taylor County proposed annual budget. Supervisor Zenner thanked the Finance Committee and Larry Brandl, Finance Director, for their work on the budget.
Andria Farrand, County Clerk, reviewed the debt service report and proposed 2021 budget summary expenditures and revenues by fund. Mr. Brandl answered questions from the board.
It was moved by Zenner, seconded by Lemke, to increase the budget in County Bridge Aid Refund, Account #101.64240.0000.5829, by $22,191.00 to total $134,724.00. A roll call vote cast, sixteen (16) voting aye, one (1) absent (Thums), the motion carried.
It was moved by Hansen, seconded by Soper, to present the 2021 budget, as amended, to the County Board with a levy of $12,287,430.00 and a mill rate of $8.18. A roll call vote cast, fifteen (15) voting aye, one (1) voting no (Bub), one (1) absent (Thums), the motion carried.
It was moved by Adams, seconded by Soper, to adjourn the Budget Hearing at 10:20 a.m. A unanimous vote cast, the motion carried.
Chairman Metz reconvened the County Board at 10:20 a.m.
Docket No. 2020-6-55: A RESOLUTION TO APPROVE THE 2021 ANNUAL BUDGET FOR TAYLOR COUNTY AND TO APPROVE THE TAX LEVY TO BE APPORTIONED TO LOCAL DISTRICTS.

After some discussion, a roll call vote cast, fifteen (15) voting aye, one (1) voting no (Bub), 1 absent (Thums), the motion carried. The item was declared adopted and became Resolution No. 29.
Docket No. 2020-6-56: A RESOLUTION AWARDING THE SALE OF $9,000,000.00 GENERAL OBLIGATION PROMISSORY NOTES, SERIES 2020A.

The Taylor County Human Services 2019 annual report was presented to the board. Peggy Kellnhofer was present via GoToMeeting to address any questions. There were no questions.
It was moved by Albrecht, seconded by Lemke, to adjourn subject to the call of the Chair. A unanimous vote cast, the motion carried. The meeting adjourned at 10:36 a.m.
