City council minutes

City of Medford Common Council Meeting Minutes Tuesday, December 1, 2020 6:00 PM Council Chambers, City Hall 639 South Second Street, Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present Dave J. Brandner, Laura Holmes, Greg Knight, Tim Hansen Christine Weix, Mike Bub, and Clem Johnson. Alderperson Dave Roiger arrived at 6:15 PM.

Pledge of Allegiance

Alderperson Dave J. Brandner began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: City Clerk Ginny Brost, City Coordinator Joe Harris, and Police Chief Chad Liske. City Attorney Courtney Graff was an excused absence.

Minutes

Laura Holmes moved, Clem Johnson seconded a motion to approve the following minutes and place on file in the Clerk’s Office: (1) October 26, 2020 Committee of the Whole Closed Session; (2) November 9, 2020 Council; (3) November 9, 2020 Committee of the Whole, (4) November 9, 2020 Committee of the Whole Closed Session; (5) November 10, 2020 Finance & Personnel Committee; (6) November 10, 2020 Finance & Per- sonnel Committee Closed Session #1; (7) November 10, 2020 Finance & Personnel Closed Sessions #2; (8) November 23, 2020 Committee of the Whole; and (9) November 23, 2020 Committee of the Whole Closed Session. All in favor: All Aye. Motion Carried.

Ordinance Amending Ordinance #1044 dated August 20, 2019 Regulating the Operation of All-Terrain (ATVs) and Utility Terrain (UTVs) Vehicles in the City On November 30, 2020, the Federation of America emailed a letter to the City urging Council to reject any proposal that would increase off-highway vehicles access to the roads in the City.

Greg Knight moved, Christine Weix seconded a motion to correct Section 7.4.39(f) entitled operating requirements to read as follows “ No person shall operate an all-terrain vehicle in the City between the hours of 2 AM Midnight and 6 AM.” Roll Call Vote: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Yes; Tim Hansen-Yes; Christine Weix-Yes; Dave Roiger-Absent; Mike Bub-Yes; Clem Johnson-Yes (7 Yes; 0 No; 1 Absent) Motion Carried.

Mike Bub moved, Tim Hansen seconded a motion to suspend Council Rules #12A & #12B, and adopt Ordinance #1055 that amends Ordinance #1044 dated August 20, 2019 regulating the operation of all-terrain (ATVs) and utility terrain (UTVs) in the City to all ATVs and UTVs on all City streets excluding the following: (1) South Whelen Avenue – Closed from East Perkins Street to County Trunk O. (2) Industrial Drive – Entire road closed. (3) South Gibson Street – Closed from Jensen Drive to County Trunk O. (4) Progressive Avenue – Closed from Jensen Drive to County Trunk O. (5) Jensen Drive – Entire road closed. (6) Grace Way – Entire road closed. (7) Ann’s Way – Entire road closed. (8) Pep’s Drive - Entire road closed. (9) State Highway 13/Eighth Street – Entire road closed, but ability to cross would remain. (10) State Highway 64 Broadway Avenue – Entire road closed, but ability to cross would remain and to correct Section 7.4.39(f) entitled operating requirements to read as follows “ No person shall operate an all-terrain vehicle in the City between the hours of 2 AM Midnight and 6 AM.” Roll Call Vote: Dave J. Resolution Establishing the 2021 Municipal Tax Rate The Committee reviewed the proposed resolution that would establish the 2021 municipal tax rate. The comparison is shown below. -2020 - 2021 - Difference State - $0 - $0 - $0 County - $8.71 - $9.16 - +$.45 City - $7.43 - $7.64 - +$.21 Medford Area School District $9.38 - $9.80 - +$.42 VTAE - $1.43 - $1.49 - +$.06 Subtotal - Gross Mill Rate $26.95 - $28.09 - +$1.14 State Tax Credit - ($1.42) ($1.42) - No Change 2021 Municipal Net Mill Rate $25.53 - $26.67 - +$1.14 In 2020, the taxes on a $100,000 home were $2,553.46. In 2021, it is estimated that the taxes on a $100,000 home will be $2,667.16. This is an increase of $113.70. Alderperson Roiger arrived at 6:15 PM. All vote tallies will now include Alderperson Roiger’s vote.

2021-2022 Police Association Local #456 Contract Laura Holmes moved, Greg Knight seconded a motion to ratify the 2021-2022 Police Association Local #456 contract as presented. Roll Call Vote: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Yes; Tim Hansen- Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-No; Clem Johnson-Yes (7 Yes; 1 No) Motion Carried.

2021 Non-Union Employee Salaries/Wages (Excluding Library Employees)

Greg Knight moved, Christine Weix seconded a motion to approve a 2.5% wage increase for all non-union employees (excluding Library employees) beginning January 1, 2021. Roll Call Vote: Dave J. City/Employee Contribution Towards the Monthly Health Insurance Premiums Clem Johnson moved, Laura Holmes seconded a motion to approve the City contributing 85% and the employees contributing 15% towards the 2021 monthly health insurance premiums as follows: Single Plan - City @ $500.81 and Employee @ $88.38; Employee + Child(ren) - City @ $926.50 and Employee @ $163.50; Employee + Spouse - City @ $1,101.79 and Employee @ $194.43; and Family - City @ $1,502.43 and Employee @ $265.14. Employer Annual Contribution to the Employees’ Health Savings Accounts Greg Knight moved, Clem Johnson seconded a motion to approve the City’s annual contribution to the employees’ health savings account remain the same as in 2020 or as follows: Single Plan @ $2,000; Employee + Child(ren) @ $4,000; Employee + Spouse @ $2,000; and Family @ $4,000. The City will distribute the contribution into the employee’s health savings account in twelve equal monthly payments. Roll Call Vote: Dave J. Police Department Purchase of Body Worn Cameras & Funding for the Same Dave Roiger moved, Laura Holmes seconded a motion to authorize the Police Department to purchase seven Digital Ally FirstVu HD body worn camera system and two mini dock stations for the use of data transfer to the cloud-based storage at an amount not-to-exceed $6,500 with the monies for this purchase allocated from the Police Department Vehicle Registration account (#27-55215-11200) and to incorporate the annual fees (approximately $4,812) associated fees of each unit into the Police Department’s annual budget. Issuance of Operator’s (Bartender’s) License(s) Laura Holmes moved, Greg Knight seconded a motion to approve the issuance of a regular operator’s licenses for the period beginning December 2, 2020 and ending June 30, 2021 to Naomi Jaslowski and Lacey Lato. All in favor: All Aye. Motion Carried.

Coordinator’s Report

The Coordinator’s report was as follows: (1) An update on the Public Works projects was given. (2) An update on the Electric Utility projects was given. (3) An update on the Wastewater Utility projects was given. (4) The delinquent utilities amount placed on this year’s tax roll is $12,839.82. Last year, $5,450.39 was placed on the tax roll. This is an increase of $7,489.43. (5) On November 25, 2020, the City was notified that the Department of Workforce Development would not be renewing its lease for City Hall Office space. The lease expires on December 31, 2020. The Department of Workforce Development will remove their personal property and vacate the premise on or before December 31, 2020.
