City of Medford Common Council Meeting Minutes Tuesday, July 21, 2020 6:00 PM Council Chambers, City Hall 639 South Second Street Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present Dave J. Brandner, Laura Holmes, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

Pledge of Allegiance

Alderperson Weix began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: City Clerk Ginny Brost, City Coordinator/Public Works Director John Fales, Treasurer Kathy Tom, and Street & Water Superintendent Joe Harris. City Attorney Courtney Graff was an excused absence.

Visitors

Visitors present were Brian Wilson-Star News, Brian Reilly-Ehlers Inc., Misty Standke, and Laurie Lois.

Citizens & Delegations Comments No citizens or delegations addressed the Council.

Minutes Greg Knight moved, Laura Holmes seconded a motion to approve the following minutes and place the same on file in the Clerk’s Office: (1) July 7, 2020 Council; (2) July 13, 2020 Selection Committee, and (3) July 13, 2020 Committee of the Whole. All in favor: All Aye. Motion Carried.

Ordinance Rezoning the Misty Standke Property Located at 215 East Pine Street from R-1 One & Two Family to C-1 Commercial The Plan Commission, at its July 6, 2020 meeting, recommended that Council approve the rezoning of the Misty Standke property located at 215 East Pine Street from R-1 One & Two Family to C-1 Commercial.

Tim Hansen moved, Clem Johnson seconded a motion to suspend Council Rules #12A & #12B, and adopt Ordinance #1053 that rezones the Misty Standke property located at 215 East Pine Street from R-1 One & Two Family to C-1 Commercial. Resolution Awarding the Sale of $4,455,000 General Obligation Corporate Purpose Bonds, Series 2020B Dave Roiger moved, Clem Johnson seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1879 that awards the sale of $4,455,000 General Obligation Corporate Bonds, Series 2020B. Roll Call Vote: Dave J. Brandner- Yes; Laura Holmes-Yes; Greg Knight-Yes; Tim Hansen-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (8 Yes; 0 No) Motion Carried.

Resolution Authorizing the Submission of an Application for a Public Transportation 2021 Operating Assistance (Shared-Ride Taxi) Grant Laura Holmes moved, Christine Weix seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1880 that authorizes the submission of an application for Public Transportation 2021 Operating Assistance (shared-ride Taxi) grant. Roll Call: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Yes; Tim Hansen- Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (8 Yes; 0 No) Motion Carried.

Resolution Establishing the 2021 Solid Waste & Recycling Collection Fees Greg Knight moved, Clem Johnson seconded a motion to authorize the transfer $29,000.00 from the Refuse/ Recycling retained earnings account to the 2021 Refuse/ Recycling Budget, and suspend Council Rules #13A & #13B and adopt Resolution #1881 that establishes the 2021 monthly refuse/recycling fees as follows (no change from the 2019 fees): Over 62 years of age with not more than one waste container per week at $15.25 (solid waste @ $11.10 and recycling at $4.15) and All other residential units at $16.25 (solid waste @ $11.90 and recycling at $4.35). Fireworks Agreement with Spielbauer Fireworks Company Christine Weix moved, Greg Knight seconded a motion to contract with Spielbauer Fireworks Company, Inc. for the next three years (2021, 2022 & 2023) to provide a fireworks show on July 3rd of each of those years. Roll Call Vote: Dave J. Brandner- Yes; Laura Holmes-Yes; Greg Knight-Yes; Tim Hansen-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (8 Yes; 0 No) Motion Carried.

Issuance of a Refuse/Recycling Hauler’s License Clem Johnson moved, Laura Holmes seconded a motion to approve the granting of a refuse collection/recycling hauler’s license to Waste Management of Northern Wisconsin for the period retroactive to July 1, 2020 and ending June 30, 2021. All in favor: All Aye. Motion Carried.

Issuance of Operator’s (Bartender’s) License(s) No applications for operator’s license have been submitted, thus there are no licenses to approve. No Action Taken.

Coordinator’s Report

The Coordinator’s Report was as follows: (1) An update on the Electric Utility projects was given. (2) An update on the Public Works projects was given. (3) On July 15, 2020, an employment offer was made for the Electric lineman position. (4) Nestle USA Inc. has filed a manufacturer’s objection with the State for its plant and warehouse located in the City. Nestle USA Inc. is requesting devaluation as follows: Warehouse @ approximately $2.3 million and Plant at approximately $4.7 million. Nestle USA Inc. will be required to continue paying taxes based on the current State assessed valuation during the appeals process. Any change in devaluation may result in the City having to reimburse Nestle USA Inc. for the difference in taxes paid.

Adjourn to Closed Session

Laura Holmes moved, Dave J. Brandner seconded a motion to adjourn the meeting to Closed Session at 6:25 PM to consider the employment, promotion, compensation, or performance evaluation data of any public employee over which the governmental body hasjurisdiction or exercises responsibility and to consider financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where 19.85(b) applies which if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. The purpose of the Closed Session is to discuss the applicants for the City Clerk’s position. Roll Call Vote: Dave J.
