City of Medford Common Council Meeting Minutes Tuesday, May 19, 2020 6:00 PM Conference Room, City Hall 639 South Second Street, Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson. Alderperson Laura Holmes was present through Skype.
Pledge of Allegiance
Alderperson Hansen began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.
Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.
City Personnel Present
The following City personnel were present: City Clerk Ginny Brost, City Coordinator/Public Works Director John Fales, Treasurer Kathy Tom, and Street & Water Superintendent Joe Harris. City Attorney Courtney Graff was an excused absence.

Minutes
Clem Johnson moved, Christine Weix seconded a motion to approve the following minutes and place the same on file in the Clerk’s Office; (1) May 5, 2020 Council meeting; (2) May 5, 2020 Council Closed Session; and (3) May 11, 2020 Committee of the Whole meeting. All in favor: All Aye. Motion Carried.
Agreement with Bond Counsel Regarding the Proposed Issuance of $2,500,000 City General Obligation Promissory Notes, Series 2020 Quarles & Brady LLP, the City’s bond counsel, has provided the City with an agreement for their services with regards to the proposed issuance of $2,500,000 General Obligation Promissory Notes, Series 2020. The fees for this service are $10,500 with monies allocated from the proceeds of the note.
Greg Knight moved, Tim Hansen seconded a motion to approve Quarles & Brady LLP’s (the City’s bond counsel) agreement for their services with regards to the proposed issuance of $2,500,000 General Obligation Promissory Notes, Series 2020 with said fees in the amount of $10,500 allocated from the proceeds of the note. Resolution Authorizing a Contribution Agreement, the Transfer of Funds to the Community Development Authority Board, and the Issuance and Sale of $2,500,000 General Obligation Promissory Notes, Series 2020
The Committee of the Whole, at its May 11, 2020 meeting, recommended that Council approve a local short term borrowing of $2.5 million which will be held by the City to be used by the Community Authority Board for Tax Increment District #13 projects.
Quarles & Brady LLP, the City’s bond counsel, has prepared a resolution authorizing a contribution agreement, the transfer of funds to the Community Development Authority Board, and the Issuance and Sale of $2,500,000 General Obligation Promissory Notes, Series 2020 for the Council’s review and approval.
Dave Roiger moved, Clem Johnson seconded a motion to suspend Council Rules #13A and #13B, and adopt Resolution #1873 that authorizes a contribution agreement, the transfer of funds to the Community Development Authority Board, and the Issuance and Sale of $2,500,000 General Obligation Promissory Notes, Series 2020. Authorization for the Mayor and City Clerk to Sign the Necessary Short-term Borrowing Documents
The Council was asked to approve the Mayor and City Clerk as authorized signers for the $2.5 million short-term borrowing at Nicolet Bank for Tax Increment District #13 projects.

Transfer of Treasure Chest Gifts LLC’s Class A Liquor License from 345 North Eighth Street to 1012 South Eighth Street On May 8, 2020, Treasure Chest Gifts LLC submitted a “Retail License Transfer – Premise to Premise” request effective May 20, 2020 to transfer the Class A liquor license from 345 North Eighth Street to 1012 South Eighth Street. According to the City Attorney, Council must consent that the transfer complies with the requirements applicable to original applicants which Citizens State Bank does. There is a $10.00 charge for this transfer.
Dave Roiger moved, Christine Weix seconded a motion to approve the transfer of Treasure Chest Gifts LLC’s Class A liquor license from 345 North Eighth Street to 1012 South Eighth Street effective May 20, 2020. All in favor: All Aye. Motion Carried.
Issuance of Operator’s (Bartender’s) License(s) Greg Knight moved, Dave Roiger seconded a motion to approve the issuance of a regular operator’s licenses for the period beginning May 20, 2020 and ending June 30, 2021 to Mitchell Mertens. All in favor: All Aye.
Motion Carried.
Coordinator’s Report The Coordinator’s Report was as follows: (1) An update on the Electric Utility projects was given. (2) An update on the Public Works projects was given. (3) An update on the Wastewater Utility projects was given.
Communications from the Mayor
Rib Lake Pool District Pool Use - On May 15, 2020, the Rib Lake School District notified the City that they have decided it is not in the best interest of their district families to proceed with plans for swimming lessons this year due to the COVID-19 pandemic.
City Parks - On May 19, 2020, the shelters, bathrooms, and playgrounds were all opened. The pool opening has been scheduled for discussion at the May 26th Committee of the Whole meeting. The campground opening is under review.
Upcoming Meeting Schedule - The upcoming meeting schedule was distributed.
May 12, 2020 Election Summary - Council reviewed the May 12, 2020 Election summary. The City has an estimated voter population of 3,435. Of this number, 952 voted in the Special General Election. This is 28% of the City’s eligible voters. The City has 2,218 registered voters (including same date registrants). Using this figure, the City had a 43% voter turnout.
