City of Medford Common Council Meeting Minutes Tuesday, February 4, 2020 6:00 PM Council Chambers, City Hall 639 South Second Street Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present Dave J. Brandner, Laura Holmes, Greg Knight, Peggy Kraschnewski, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.
Pledge of Allegiance
Alderperson Weix began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.
Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.
City Personnel Present
The following City personnel were present: City Clerk Ginny Brost, and Street & Water Superintendent Joe Harris. City Coordinator/Public Works Director John Fales and City Attorney Courtney Graff were excused absences.

Minutes
Peggy Kraschnewski moved, Laura Holmes seconded a motion to approve the January 21, 2020 Council meeting minutes as presented, and to place the same on file in the Clerk’s Offi ce. All in favor: All Aye. Motion Carried.
Ordinance Enacting & Adopting a Supplement to the City’s Code of Ordinances Council reviewed a draft Ordinance that adopts the 2019 supplement to the City’s Code of Ordinances. These ordinances have already been adopted. The proposed ordinance simply adopts the amendments to the City’s Code.
Clem Johnson moved, Dave Roiger seconded a motion to suspend Council Rules #21A & #12B and adopt Ordinance #1047 that adopts the 2019 supplement to the City’s Code of Ordinances. Resolution Establishing Designated Unreserved Accounts for the General Fund & Other Funds Peggy Kraschnewski moved, Greg Knight seconded a motion to suspend Council Rules #13A & #13B, and adopt Resolution #1868 that establishes the following designated unreserved accounts for the General Fund and other funds and their associated balances as of December 31, 2019: Accounting Software @ $27,895.50; Capital Construction @ $155,429.67; Chamber Building Maintenance @ $25,000; City Office Equipment @ $28,956.27; Citywide Assessment Revaluation @ $90,135.00; Election Equipment @ $18,205.00; Fire Department- Vehicle @ $24,630.87; Geographical Information System @ $6,467,51; Insurance Premium @ $100,534.03; Land Acquisition @ $31,459.00; Park Development @ $52,849.33; Police Vehicles @ $46,174.47; Public Works Equipment @ $195,542.29; Public Works Sand, Salt & Rental @ $189,277.94; Recreation @ $8,027.00; Swimming Pool Set Aside @ $32,860.25; Web Site Development @ $4,350.06; Recycling-Tub Grinder @ $205,221.32; Wastewater Utility-Vehicle Replacement @ $118,500.00; and Wastewater Utility-Vehicle Replacement @ $36,190.14; Jetter Truck @ $200,040.00. Final Resolution Levying Special Assessments on All Property Abutting Upon Both Sides of Central Court from Its Intersection with Wheelock Street to Approximately 350’ North Greg Knight moved, Laura Holmes seconded a motion to suspend Council Rules #13A and #13B and adopt Final Resolution #1868 that levies special assessments on all property abutting upon both sides of Central Court from its intersection with Wheelock Street to approximately 350 feet north. The public improvements consisted of storm sewer bituminous surfacing, curb & gutter, driveway aprons, landscaping, temporary landscaping easements, and engineering. The City’s interest rate on this project is 3.25%. Roll Call Vote: Dave J. Brandner- Yes; Laura Holmes-Yes; Greg Knight-Yes; Peggy Kraschnewski- Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (8 Yes; 0 No) Motion Carried.
Final Resolution Levying Special Assessment Upon All Property Abutting Both Sides of Luepke Way from Its Intersection with Maple Street North to Its Intersection with Wheelock Street Peggy Kraschnewski moved, Clem Johnson seconded a motion to suspends Council Rules #13A & 13B and adopts Final Resolution #1869 that levies special assessments on all property abutting upon both sides of Luepke Way from its intersection with Maple Street north to its intersection with Wheelock Avenue. The public improvements consisted of water mains and laterals, sanitary sewer mains and laterals, storm sewer, bituminous surfacing, curb & gutter, driveway aprons, landscaping, temporary landscaping easements, and engineering. The City’s interest rate on this project is 3.25%. Roll Call Vote: Dave J. Issuance of Operator’s (Bartender’s) License(s) Christine Weix moved, Dave Roiger seconded a motion to approve the issuance of temporary operator’s licenses for the February 29, 2020 Chamber of Commerce Wine Walk - Louise Boettcher, Petti Mannel, Scott Knoff, Vi Marie Nelson, Kathleen Woodward, Samantha Dyer, Sandra Kuenne, Jackie Jentzsch, Joel Langdon, Ashley Boehlen, Ben Bersie, Tasha Neitzel, Dave Brandner, Misty Poehnelt, Joyce Christopherson, Chelsea Zenner, and Samuel Klinner. All in favor: All Aye. Motion Carried.
Coordinator’s Report
The Coordinator’s report was as follows: (1) An update on the Public Works project was given. (2) An update on the Electric Utility projects was given. (2) An update on the Wastewater Utility projects was given.

Upcoming Meeting Schedule
- The upcoming meeting schedule was distributed. The February 10, 2020 Committee of the Whole meeting has been canceled. The February 18, 2020 Council meeting has tentatively been canceled.
