■ Oct. 14 - An officer was dispatched to an Abbotsford residence for a suspicious activity complaint. The officer met with the complainant who said they noticed a tall male individual in black clothing looking through their bedroom window on the night of Oct. 10. The complainant closed the window’s curtains and the male ran off. The following night, at the same time, the complainant looked out the living room window and saw a male individual looking through the window. The complainant stated their brother ran outside after him as the unknown male individual ran northbound. The complainant’s brother didn’t catch the male individual, and they didn’t see him for the rest of the weekend.

The complainant said that around 2:45 p.m. that day a former acquaintance arrived at their residence. The complainant stated the individual walked up to their brother and gave him a packet. The packet had a math formula on it that the individual stated they had created and explained what the formula says and how it was created. The complainant stated they thought it was odd for the individual to show up at their residence as they had not had a relationship with the individual since they were in high school together. The complainant stated that their parents are friends with the individual’s parents, but do not talk about the individual. The complainant requested the officer speak with the individual, as they do not believe the individual is mentally well.

The officer later met with the complainant’s brother who said he had noticed the individual arrive at the residence and walked up to him. The brother said the individual appeared to be moving around a lot and could not keep himself still as if he was high. The individual went on about the mathematical equation and then told the brother he couldn’t say much more as the government would kill him. The brother did not say anything to the individual after he told him the government was going to kill him. The individual then left the residence.

The officer then made contact with the individual at his residence in Colby. The officer asked the individual what he had done that day. The individual stated he had gone to several places in Abbotsford. The officer asked if he had gone to the complainant’s house. The individual stated he did to give them his scientific method discovery. The individual then explained to the officer the math formula he had made and said he was working on the equation with three other scientists.

The officer asked the individual if he had told the complainant’s brother that the government would kill him. The individual stated he did not and continued on how he made up a math equation. The officer then asked if the individual had used any drugs that day. The individual stated he did not. He stated that he has used cocaine, marijuana, mushrooms, and psychedelic drugs in the past, but he had not used mushrooms or cocaine since early January of this year.

The officer contacted a representative from Northwest Connections to inform them of the individual. The representative stated they will do a report and send it to Clark County Community Services so that they are aware of the individual.

■ ■ Oct. 15 - An officer met with an individual at their residence in Abbotsford for a follow up on a separate incident. A records check was conducted on the individual, which showed a traffic warrant for failure to appear in court for operating while revoked. The individual’s identity was also confirmed through in-house records and a photograph. The individual was placed into custody and taken to the police department where they posted the $150 bond amount. The individual was issued a mandatory court date at the Marathon County Courthouse.

■ ■ Oct. 15 - An officer met with a complainant at the police department who said they had lost their passport two to three months ago and needed to file a report for them to get a replacement. The complainant stated they do not know where they lost their passport.

■ ■ Oct. 17 - An officer took a complaint from an Abbotsford resident who wanted their neighbor to be spoken to about parking their vehicle further on their own property. The complainant stated that the vehicle’s passenger side tires were over the property line in the location it was parked at. The officer spoke with the neighbor who stated they would move the vehicle and make sure it was parked fully on their own property.

■ ■ Oct. 18 - An officer met with a complainant at the police department in reference to a criminal damage complaint. The complainant requested to fill out a lack of consent form for trees that were cut down without their permission on a property they own in Abbotsford. The complainant is the landlord of a residence on the property, and had seen trees that have been cut down without their permission. The officer went to the property with the complainant and observed the trees that had been cut down. The complainant estimated each tree be worth $1,000, with a total value of $5,000.

The following day, the officer met with the tenant of the property, who said they had heard the landlord was upset about the trees. The tenant stated that one of the trees was damaged due to a storm and they had a friend come to take it down. The tenant said that the friend must have cut down more trees while trying to remove the damaged one. The tenant admitted that they had not gotten the landlord’s permission to cut down the trees. The officer told the tenant that since they did not have permission to remove the other trees, they would be issued a city citation for damage to property.

■ ■ Oct.18 - An officer received a call from an individual in reference to a child custody complaint. The complainant stated he had arrived at his children’s elementary school on October 18, at 3:00 pm to pick up his kids, as he has custody every other weekend. The complainant stated he found out that his exwife had taken the children out of school early and did not inform him. The complainant stated he would just like this documented to show his lawyers.

■ ■ Oct. 19 - An officer arrived at a residence in Colby to take possession of a found dog. The officer was given a tan and brown hound dog with an orange reflective collar. There were no tags on the collar. The officer was told that the dog had been found near a business in Abbotsford. The dog was transported to the Abbotsford city kennel, and its picture was put on the department’s social media page. The dog was later returned to its owner.

■ ■ Oct. 20 - An officer conducted a traffic stop in Colby on a vehicle with an expired registration. The officer was informed that the driver did not have a valid driver’s license and had a body only warrant issued through Clark County. The driver was placed under arrest for the warrant and transported to the Clark County Jail. The driver was also issued a citation for operating without a valid license and warned about the vehicle’s expired registration.

■ ■ Oct. 20 - An officer was dispatched to a gas station in Abbotsford in reference to a theft complaint. The officer met with an employee, who told them that a group of juveniles came into the gas station’s store, and one of them had stolen a can of an alcoholic beverage. The officer was shown video footage of the theft, which took place at approximately 3:04 a.m. The officer observed two juveniles pacing by the coolers where alcoholic beverages are kept. One of the juveniles stood by the corner of the store and appeared to be watching for employees while the other juvenile opened the cooler door and grabbed an alcoholic beverage and put it directly into the bag. Both juveniles then left the gas station.

When they exited the store, they stopped by a 12-pack of beer bottles sitting on the ground between the garbage can and the wood for sale. One juvenile grabbed a bottle of the beer. The other juvenile that had provided a lookout while in the store then grabbed the 12-pack and the group walked away, heading west through the parking lot. There was no footage of the juveniles getting into a vehicle.

The value of the stolen item was $3.69. The officer later found the pack of beer sitting on the curb on the street just north of the gas station.

■ ■ Oct. 21 - An officer received a disturbance complaint regarding an Abbotsford resident. The officer was informed that an individual they recognized from previous law enforcement contacts had been screaming outside of their residence and causing a disturbance. Witnesses reported seeing the individual drinking from a beer can, and said they were highly intoxicated. A witness advised that the individual had run off into a field of weeds near the residence before the officer had arrived.

The officer knew the individual to have a felony bail bond out of Clark County with conditions not to consume or possess alcohol. The officer also knew the individual would run away before law enforcement could arrive on scene. The officer tried to contact the individual at their residence, but was unsuccessful. Requests for charges of disorderly conduct and felony bail jumping on the individual were completed.
