_ May 12 - An officer transported a suspect to the Clark County Jail on April 8. The offi cer had placed the suspect in handcuffs to the front via a transport belt. He searched the suspect and did not find anything.

The officer asked if he had anything else on or in his person that he did not locate. The suspect said he did not.

On April 10, the officer was cleaning out his squad car and observed there to be a white, crystalline substance and some small, curly hairs on the floor of the prisoner cage area of the offi cer's squad car. The substance tested positive for methamphetamine.

The officer reported that on April 6, he had cleaned his squad car including the prisoner cage where the suspect was then placed. The officer did not use his squad car on April 7 and no one was near was in or near the prisoner cage of his squad car that day.

The night of April 8, the offi cer transported the suspect and one other person that night. The officer reviewed the video footage from the camera in the prisoner cage and the other individual did not leave anything in the car.

In an attempt to review the footage of the suspect's transport to Clark County Jail, the offi cer was unable to load the video. Watchguard, the company that the cameras are through, was contacted for technical support, but they were also unable to get the video to load. The officer called the suspect and asked him about the methamphetamine that was found. The suspect said the officer did not clean his car good enough and asked how he could have gotten his hands in his pants while he was handcuffed and has a bad shoulder.

The officer said his hands were in a transport belt resting on his crotch region and that it would have given the suspect easy access to dig the methamphetamine out of his underwear and dump it in the squad car. The officer referred charges of possession of methamphetamine, two counts of felony bail jumping and a bail jumping misdemeanor to the Clark County District Attorney's Office.

_ May 31 - An officer performed a traffic stop on a vehicle on Pine Street in Abbotsford. The officer made contact with the driver of the vehicle who presented a valid Wisconsin driver's license.

The driver was cited for speeding 16-19 miles per hour and a free air sniff was performed by the officer's K9 unit. K9 Dodge alerted to the passenger side of the vehicle. Inside the vehicle, officers located a red and clear colored bong and a small blunt with a green, leafy substance inside of it.

The officers secured the evidence and issued the driver a citation for possession of marijuana and possession of drug paraphernalia.

_ June - 1 An officer was investigating two suspicious vehicles located at the East Street Park. While approaching said vehicles, Clark County Dispatch advised the officer of a possible fight at a bar in Abbotsford.

While en route to the bar, the officer was notified that the suspect had entered a white vehicle that was driving on North First Street. The vehicle then parked and the officer approached the vehicle.

As the officer approached, the vehicle began rolling backwards in reverse but stopped when the officer walked along side the vehicle and made contact with the driver. The officer instructed the driver to put the vehicle in park and turn the vehicle off.

After that had been done, the officer observed a strong odor of intoxicants coming from inside the vehicle. The officer also observed an open can of beer in the center cup holder of the vehicle. The driver handed over the beer and it was emptied on the ground.

After receiving the driver's Wisconsin ID card, the officer found that the driver had a revoked driving status due to an alcohol related conviction and had a 0.02 alcohol restriction.

The officer then asked the man if he would go through a field sobriety test and the driver agreed. A preliminary breath test was also administered which came back with a 0.214 blood alcohol content.

Another account of the incident from a witness said the driver almost collided with multiple cars before parking where the officer met with the individual.

The officer placed the man under arrest for charges of operating while under the influence second offense and operating while revoked due to alcohol.

_ June 1 - The Colby-Abbotsford ordinance officer responded to a property on North Division Street in Colby where there had been a couch laying in the yard for weeks. The officer arrived at the residence and observed the couch and other large items that appeared to be metal, wood and carpeting located near the trash bins next to the property. A warning letter is being sent to the owner of the property with a follow-up scheduled 10 days after.

_ June 1 - An officer observed four vehicles in a Colby yard without proper registration displayed. Two of the four vehicles have been parked on the property well over 10 days. The vehicles appeared to be inoperable because they have not been moved in a while and appear to not have been properly registered in awhile. A warning letter will be sent to the owners of the vehicles.

_ June 2 - An officer was dispatched to a Colby residence for reports of an argument between neighbors. The complainant, a 73-year-old Colby man, invited the officer into his home to watch footage from a Ring doorbell he had on his property detailing the incident.

The officer watched approximately 20 minutes of camera footage with audio showing the complainant looking in the direction of a 17-year-old neighbor. The 17-year-old asked the complainant what he was looking at with obscenities and a shouting match ensued. The 17-year-old's mother, a 38-yearold Colby woman, came outside and the complainant began shouting about the brother-inlaw of the woman and called him obscenities.

The mother informed the complainant to watch what he says but the complainant said he could say whatever he wanted. The 38-year-old woman and complainant began shouting at each other which escalated to threats of violence towards each party.

Later, the aforementioned brother-in-law attempted to deescalate the situation when the complainant yelled more obscenities at the man. The man approached the complainant on his property until the 38-yearold woman convinced the man to leave the complainant’s property.

The officer spoke to all parties involved and issued the 38-yearold woman, her brother-in-law and the complainant disorderly conduct citations. The officer also warned the 17-year-old that if that behavior continued, they would be subject to a disorderly conduct citation as well.

_ June 3 - An officer responded to a request for assistance from Clark County Social Services at a Colby residence.

Upon arrival, the officer spoke to a 16-year-old juvenile who said he told a counselor that he had been in a fight with his brother, an 18-year-old. The juvenile said he had a bruise on his chin and that he was shot with a pellet gun multiple times.

The juvenile said he told his brother to stop shooting him and he would not. The juvenile got mad and began fighting with his brother who then punched him a couple of times. The juvenile said others in the house tried to stop the fight and the juvenile eventually locked the brother outside of the residence. The juvenile said the brother had been shooting him with a splatter gun that shoots “Orbeez” which are absorbent polymers that grow in size when wet.

The officer then went to the 18-year-old brothers place of residence and asked about the incident. The 18-year-old said he went to the house to show him the Orbeez gun and first shot it in the air. The juvenile brother then told the 18-yearold he had missed and laughed.

That’s when the 18-year-old shot the juvenile with the Orbeez gun. An altercation en- sued between the two and the 18-year-old said it resulted in the juvenile grabbing a drill and threatening to kill him.

A copy of the report was forwarded to Clark County Social Services.

_ June 4 - An officer was dispatched to an Abbotsford bar on the 200 block of North First Street for reports of a fight inside of the bar. The officer arrived on-scene and made contact with a 21-year old man and a 20-year-old female. The officer also told an 18-year-old female to walk out the front door of the bar. The 21-year-old man had blood around his mouth and both cheeks on his face. The man said he was drinking near the pool table near the back of the bar when he heard a 24-yearold man talking to the 18-yearold female near the pool table. The 21-year-old man claimed the 24-year-old man was saying inappropriate things to the woman but could not recall what was said.

According to the woman, the 21-year-old then stepped in between the two and told the 24-year-old man to leave the woman alone. The 24-year-old man then pushed the 21-yearold man and hit him in the face with a beer bottle according to witness accounts of the altercation.

The officer gathered two more accounts of the altercation that mirrored the woman’s story before leaving the bar.

The officer then located two males walking on North First Street, stopped and spoke to them. He identified one as the 24-year-old male that was being mentioned by witnesses at the bar and the other as a 25-year-old male. He asked if he or the man he was walking with knew anything about the fight that had occurred at the bar. The 24-year-old suspect would not tell the officers what had happened and the 25-yearold said he was not part of any fight and didn’t know what happened.

The officer stated he was going to get camera footage of the incident and would contact them if needed. The officer then went back to the police station to review the footage.

The camera footage confi rmed the details of the fight and noted that the 24-year-old man struck the 21-year-old man multiple times after the 21-year-old stepped inbetween the 24-year-old male and the 18-year-old female.

The officer then went to the 24-year-old and 25-year-old men’s residence on June 5 in the City of Withee.

There, the officer received statements from the two identifying another party (a 21-year-old male) as someone who was involved in the fight. According to the 25-year-old Withee man, a 21-year-old man struck the 25-year-old man in the face with an unopened beer can which knocked two of his teeth loose and fractured his jaw. The man confi rmed that he sought medical attention and allowed for his medical records to be released as a part of the investigation.

The officer arrested the 24-year-old man for battery and disorderly conduct and transported him to the Clark County Jail.

The officer then met with the 21-year-old who had allegedly struck the 24-year-old man at the Colby-Abbotsford Police Department. The officer ran the man’s name through the Clark County dispatch and it came back that he had several open Clark County Sheriff’s Office cases. Part of the bail bond’s conditions were to not enter an establishment that sells alcohol.

The officer placed the man under arrest for felony bail jumping and was transported to the Clark County jail.
