Colby-Abbotsford Police Log

n April 5 - An officer responded to a report of property damage on West Spruce Street in Abbotsford. The officer spoke to a city employee who said the homeowner had been repeatedly warned about not driving on cityowned land and rutting up the grass.

The employee said the city crew had repaired damage to the lawn at least three times and told the homeowner what needs to be done to get a driveway installed.

The officer went and spoke to the homeowner, who admitted that he had been warned not to drive over the grass. The officer explained to him that he needs to get the proper permits for a driveway and go through the procedure of obtaining the land. The homeowner said he would talk to the city about doing so. Since he had been warned in the past, the homeowner was cited for criminal damage to property.

n April 7 - An officer was dispatched to an Abbotsford business for a harassment complaint. The complainant said she had been receiving harassing text messages from a female party. She said the party was upset with her for being friends with her ex-boyfriend. In addition to the messages, she said the female party and her mother came into the store where she works and and were talking to her about the messages. She said one of the messages said “someone should punch you in your face.”

The officer met with the female party at her residence. She admitted to sending the messages and said she was upset about the complainant talking to her ex-boyfriend. The officer advised her to stop messaging her and to not address her in her place of work. The female party agreed to cease communicating with the complainant.

n April 8 - An officer had finished assisting a Clark County deputy with an incident outside of Colby when he was driving back on CTH N when he noticed a vehicle traveling at a very high rate of speed.

They used his radar unit to clock the vehicle going 77 miles per hour in a 55 mph zone. The officer followed the vehicle into Colby and noticed it did not have a rear license plate. The officer pulled the vehicle over on West Spence Street near South Sixth Street. The officer met with the driver who identified himself with a driver’s license. He admitted he was speeding but said he was not able to determine his speed because the speedometer was broken. The driver said he was headed to a gas station in Colby and had just left the travel stop in Curtiss. He said his gas gauge was broke and didn’t realize he needed gas at first.

When the officer asked him if there were any drugs in the vehicle, the driver said there wasn’t but he suspected the previous owner of using drugs. He said he found vape pens left behind by the previous owner.

The officer deployed his K-9, and the dog alerted to the presence of narcotics in the vehicle. The officer had the driver exit the vehicle and searched him, finding nothing. A search of the vehicle uncovered two containers of wax labeled as “containing marijuana.”

Dispatch indicated that the driver was out on bond with the condition that he not possess illegal drugs. The driver denied the wax was his, but since it was found in his vehicle, the drug was under his possession.

The driver was arrested for felony bail jumping and taken to the Clark County Jail. The wax later tested positive for THC, the active ingredient in marijuana.

n April 8 - A man was driving on Hiline Avenue when he ran the license plate of the vehicle in front of him. The driver of the vehicle came back as having a felony warrant for possession of methamphetamines.

The officer followed the vehicle as it turned westbound onto STH 29. The officer requested a Spencer police officer to head his location. The officer pulled the vehicle over on STH 29 near Badger Avenue.

The officer met with the driver, who was not the registered owner of the vehicle. The officer ran the driver’s name through dispatch, and he came back as having a revoked license and a warrant for driving with a revoked license.

The Spencer officer arrived and deployed a K-9 around the vehicle. The dog alerted to the presence of narcotics. The driver and vehicle were searched, but no contraband was found.

The driver was taken into custody for driving with a revoked license and brought to the police station, where he was able to post the $250 bond amount. He was then released.

n April 9 - An officer was driving westbound on West Spruce Street in Abbotsford when he observed a vehicle parked on the side of Hiline Avenue with its emergency flashers on. As the officer approached the vehicle, it started to go northbound on Hiline Avenue, with the vehicle straddling the center line. The vehicle did not have any taillights on.

The officer pulled the vehicle over near West Pine Street. The officer met with the driver, who had slurred speech and glassy eyes. The officer could see several open bottles of beer in the back seat of the vehicle. The driver said he was coming from a bar in Abbotsford and had consumed about three beers while he was there.

He said he would be willing to do field sobriety tests. Dispatch reported that the driver had a suspended driver’s license. When the officer returned to the vehicle from his squad, the driver had fallen asleep.

The driver had a hard time maintaining balance and following instructions while doing sobriety tests. The driver also agreed to submit a sample for preliminary breath test, which registered a .153 blood-alcohol level.

He was arrested and taken to the police station, where he registered a .17 on the breathalyzer. He was cited for drunk driving, driving while suspended, and unsafe lane deviation.

He was warned about having defective taillights. He was released to a sober party.

n April 9 - An officer was on STH 13 in Colby when he ran the license plate of a vehicle in front of him. The registered owner came back as having an active warrant and being on probation for disorderly conduct and possession of drug paraphernalia.

The officer observed something hanging from the rearview mirror, obstructing the driver’s vision. He pulled the vehicle over on North First Street near West North Street.

The officer met with the driver and asked him for proof of insurance on the vehicle. As he was checking for proof of insurance on his smartphone, the officer confirmed that the driver had a $1,000 bond on his warrant.

A K-9 officer arrived on scene and his dog did a walkaround of the vehicle, alerting the presence of narcotics. The driver and his vehicle were searched, but no contraband was found. The driver was arrested on the warrant, and he did not have the $1,000 to post, so he was arrested and taken to Marathon County Jail.

n April 10 - An officer was traveling on East Monroe Street in Colby when he pulled a vehicle over for having a headlight out. The officer had to tell the driver several times to roll the window down enough so they could speak.

As soon as she rolled the window enough to speak, the officer could smell marijuana coming from inside the vehicle. The driver admitted to smoking marijuana prior to the traffic stop and said there was still some left in the vehicle.

The driver agreed to do field sobriety tests, and the officer did not observe any signs of impairment. The officer had the driver sit in the rear of his squad vehicle while he searched her vehicle.

The officer found a glass pipe with a green, leafy substance inside, along with a brown cigar wrapper with marijuana inside. Inside of a purse on the passenger seat, the officer found three bags also containing marijuana.

The driver said she did not have anyone who could pick her up from the scene, so the officer gave her a ride to her residence in Colby. The green, leafy substance found inside the vehicle tested positive for marijuana, and the driver was mailed a citation for possession of marijuana and possession of drug paraphernalia.

n April 10 - An officer was dispatched to an Abbotsford restaurant in response to suspicious activity. Dispatch reported that two male subjects were were digging through the restaurant’s dumpster.

The officer arrived and met with a witness who saw two men wearing black going through the dumpster. He said the two men may have also stolen a sign belonging to the restaurant.

The witness said the suspects got into a gray four-door car and drove northbound on North Eighth Street. The officer searched the area, but was unable to locate the vehicle in question.
