Taylor County Board of Supervisors Thursday, April 21, 2020 9:02 a.m.
The following minutes are only a draft and have not yet been approved by the Taylor County Board. Therefore, they remain subject to revision pending final approval at the next meeting of the Taylor County Board of Supervisors.
The Taylor County Board of Supervisors was called to order at 9:02 a.m. on Tuesday, April 21, 2020, by Jim Metz, County Board Chair, in the Third Floor County Board Room, Taylor County Courthouse, 224 South Second Street, Medford, WI 54451.
The Prayer of Divine Guidance was given, via phone, by Pastor Josh Kohl, River of Hope Church, Medford, WI. Supervisor Lemke led the Board in The Pledge of Allegiance.
CERTIFICATE OF DETERMINATION OF PERSONS ELECTED We do, therefore, determine and certify the following named persons having received the greatest number of votes for the respective office for which each was a candidate, are hereby declared to be elected to said offi ces, to wit: DISTRICT 1: Dan Makovsky DISTRICT 2: Tim Hansen DISTRICT 3: Dave Roiger DISTRICT 4: Michael Bub DISTRICT 5: Jim Metz DISTRICT 6: Scott M. BOARD OF CANVASSERS: Andria Farrand County Clerk; Casey Belgram, Deputy County Clerk; Megan Zoellick, Deputy County Treasurer County Board members were sworn in by Judge Ann Knox-Bauer and acknowledged their oaths of office.
Roll call was taken by County Clerk Andria Farrand, with all seventeen (17) members present. A quorum being present, the board was declared in session.
It was moved by Gebauer, seconded by Thums, to approve the agenda with twenty-two (22) items. A unanimous vote cast, the motion carried.
It was moved by Zenner, seconded by Lemke, to approve the minutes of the February 24, 2020, County Board Session as published. A unanimous vote cast, the motion carried.
It was moved by Soper, seconded by Hinkel, to approve the minutes of the March 19, 2020, County Board Session as published. A unanimous vote cast, the motion carried.
The Rules of the Board, Chapter 2 of the Taylor County Code, were then acted on. It was moved by Lewis, seconded by Thums, to create Section 2.08(22), Nomination of Standing Committees by the Committee on Committees and Rules, Private Onsite Wastewater Treatment System (POWTS) Revolving Loan Committee to consist of the Chairman and five (5) supervisors; two (2) shall be from the Zoning Committee, one (1) from Finance Committee, one (1) from Personnel Committee and one (1) from Housing Authority. A unanimous vote cast, the motion carried.
It was moved by Soper, seconded by Lewis, to repeal Section 2.06(2)(c)(8), by deleting ‘The committee shall accept, review and act on Farmland Preservation Agreement applications prior to County Board approval.’ This section is no longer needed as these can now be approved by the department head. A unanimous vote cast, the motion carried.
It was moved by Bub, seconded by Zenner, to amend Section 2.08, Nomination of Standing Committees by the Committee on Committees and Rules, by inserting ‘Effective with the County Board reorganization in April of 2022, the Chairman of standing Committees may not be the same chairman for eight (8) consecutive years. No member of the County Board shall serve on the same committee for fourteen (14) consecutive years. Note: The time served as chairman and on a committee before the effective date will be counted towards the new policy. The 2022 effective date is in place to provide the County Board to effectively plan for possible committee changes.’ After some discussion, Zenner suggested having the Committee on Committees and Rules review. It was moved by Bub, seconded by Zenner, to table the request for term limits and forward to the Committee on Committees and Rules. A unanimous vote cast, the motion carried.
It was moved by Lewis, seconded by Zenner, to approve the Rules of the Board, Chapter 2 of the Taylor County Code, as amended. A unanimous vote cast, the motion carried.
Andria Farrand, Nathanael Brown, Patty Krug and Michelle Cahoon were appointed as ballot clerks.
The next item on the agenda was the election of the County Board Chair.
COUNTY BOARD CHAIR NOMINATIONS: Jim Metz With Jim Metz being the only nomination for Chair, it was moved by Bub, seconded by Soper, to close nominations and elect Jim Metz as Chair of the County Board. A unanimous vote cast, the motion carried. Supervisor Metz was declared the County Board Chair.
1ST VICE CHAIR NOMINATIONS: Charles Zenner, Scott Mildbrand Supervisor Mildbrand requested to have his name withdrawn from the ballot.
With Charles Zenner being the only nomination for 1st Vice Chair, it was moved by Soper, seconded by Thums, to close nominations and elect Charles Zenner as 1st Vice Chair of the County Board. A unanimous vote cast, the motion carried. Supervisor Zenner was declared the 1st Vice Chair of the County Board.
2ND VICE CHAIR NOMINATIONS: Scott Mildbrand, Lester Lewis Supervisor Lewis requested to have his name withdrawn from the ballot.
With Scott Mildbrand being the only nomination for 2nd Vice Chair, it was moved by Bub, seconded by Hansen, to close nominations and elect Scott Mildbrand as 2nd Vice Chair of the County Board. A unanimous vote cast, the motion carried. Supervisor Mildbrand was declared the 2nd Vice Chair of the County Board.
1ST MEMBER & CHAIR OF HIGHWAY COMMITTEE NOMINATIONS: Scott Mildbrand, Ray Soper, Jim Gebauer Supervisors Soper and Gebauer requested to have their names withdrawn from the ballot.
With Scott Mildbrand being the only nomination for 1st Member & Chair of the Highway Committee, it was moved by Thums, seconded by Roiger, to close nominations and elect Scott Mildbrand the 1st Member & Chair of the Highway Committee. A unanimous vote cast, the motion carried. Supervisor Mildbrand was declared the 1st Member & Chair of the Highway Committee.
2ND MEMBER OF HIGHWAY COMMITTEE NOMINATIONS: Rod Adams, Rollie Thums, Jim Gebauer, Raymond Soper, Tim Hansen Supervisor Adams requested to have his name withdrawn from the ballot.
2ND MEMBER OF HIGHWAY COMMITTEE ELECTION: 1st BALLOT: Thums – 2, Gebauer – 3, Soper – 9, Hansen – 3 Supervisor Soper was declared the 2nd Member of the Highway Committee.
3RD MEMBER OF HIGHWAY COMMITTEE NOMINATIONS: Rollie Thums, Jim Gebauer, Earl Hinkel, Tim Hansen, Rod Adams 3RD MEMBER OF HIGHWAY COMMITTEE ELECTION: 1ST BALLOT: Thums – 3, Gebauer – 8, Hinkel – 2, Hansen – 2, Adams – 2 Supervisor Hansen requested to have his name withdrawn from the ballot.
2ND BALLOT: Thums – 2, Gebauer – 12, Hinkel – 2, Adams – 1 Supervisor Gebauer was declared the 3rd Member of the Highway Committee.
4TH MEMBER OF THE HIGHWAY COMMITTEE NOMINATIONS: Earl Hinkel, Rollie Thums, Rod Adams, Tim Hansen, Michael Bub 4TH MEMBER OF THE HIGHWAY COMMITTEE ELECTION: 1ST BALLOT: Hinkel – 5, Thums – 5, Adams – 3, Hanson – 3, Bub - 1 Supervisor Bub requested to have his name withdrawn from the ballot.
2ND BALLOT: Hinkel – 6, Thums – 5, Adams – 4, Hansen – 2 Supervisor Hansen requested to have his name withdrawn from the ballot.
3RD BALLOT: Hinkel – 9, Thums – 5, Adams – 3 Supervisor Hinkel was declared the 4th Member of the Highway Committee.
5TH MEMBER OF THE HIGHWAY COMMITTEE NOMINATIONS: Rollie Thums, Tim Hansen, Michael Bub, Rod Adams 5TH MEMBER OF THE HIGHWAY COMMITTEE ELECTIONS: 1ST BALLOT: Thums – 6, Hanson – 3, Bub – 2, Adams – 6 Supervisors Hansen and Bub requested to have their names withdrawn from the ballot.
2ND BALLOT: Thums – 6, Adams – 11 Supervisor Adams was declared the 5th Member of the Highway Committee.
1ST MEMBER & CHAIR OF EXT. & LAND CON. COMM. NOMINATIONS: Raymond Soper, Catherine Lemke, Rollie Thums, Lester Lewis, Myron Brooks Supervisors Lewis and Brooks requested to have their names withdrawn from the ballot.
