Board Minutes Oct. 7, 2019 The Finance Committee met at 5:30 p.m. to audit the bills.
The regular meeting of the Cadott Village Board was called to order by president Anson Albarado. Trustees present were: Bart Chapek, Russ Falkenberg, Merlin Huhn, Randy Kuehni and Les Liptak. Absent: Terry Licht. Public present: Len Schreiber (Cedar Corp.), Alec Jensen and Julia Wolf (reporter). The next regular board meeting will be Oct. 21, 2019, at 6:30 p.m.
A motion was made by Liptak and seconded by Huhn, to approve the minutes of the Sept. 16, 2019, board meeting. MC.
A motion was made by Kuehni and seconded by Huhn, to approve the bills dated Oct. 7, 2019. Motion by roll call. MC.
A motion was made by Liptak and seconded by Huhn, to approve any additional monthly bills. MC.
A motion was made by Kuehni and seconded by Liptak, to have the engineers reach out to Chilsons on the project and any deadlines. MC.
Albarado stated that a person wanted the ordinance changed to allow different breeds of dogs. The ordinance will stay the same.
Clerk Buetow explained the language in R-2 Single Family, relating to replacement of current structures, when the setbacks do not conform. Currently, the owner would automatically have to apply for a variance, at a cost of $150. The language could allow the building permit issuer to allow for replacements. A motion was made by Liptak and seconded by Falkenberg, to change the potential language for replacement in R-2 Single Family, as described. MC.
A motion was made by Chapek and seconded by Liptak, to approve Chief Eslinger attending the annual police chief conference in Superior. MC.
A motion was made by Liptak and seconded by Kuehni, to approve an operator license to Kaylee M. Butterfield, at DJ’s. MC.
Under public comment, Alec Jensen was present to complain about the horse feces on Boundary Road. He stated that after the police made contact with the Amish, they shoveled the feces in his yard. Albarado stated that part of that road is in the Town of Goetz. Jensen handed out the ordinances that the City of Augusta has. He also suggested that we make them take 80th St. to N. Main St., or take 240th St., instead of 250th St. by him. It was stated that we cannot tell them which streets they can go on. Jensen stated that you do for ATV routes. An Ordinance Committee meeting will take a look at our ordinances before the next regular board meeting (5:30 p.m., Oct. 21, 2019).
Albarado stated that he attended the Local Road Improvement Program at the Chippewa County Highway Dept. Many communities showed up. Chippewa Falls, New Auburn and Bloomer will receive funds for this round.
Clerk Buetow stated that a resident was wondering if the yard waste site could be open in November, because the leaves haven’t all fallen from the trees yet. The board thought it could be open in November, but residents should call the village office to see what times it would be open.
Tichy reported on costs he received on some streets that need repair. One is a regular repair from a watermain break. The other two are up on Lavorata Road/Dina Court. Liptak suggested getting to the cause of those streets breaking up so much. Tichy will get more information to present at the next meeting.
A motion was made by Kuehni and seconded by Liptak, to recess into closed session: Per State Statute 19.85 (1) (c), to consider employment, promotion, compensation or performance evaluation data, of any public employee over which the governmental body has jurisdiction, or exercises responsibility (contract compensation).
A motion was made by Liptak and seconded by Falkenberg, to adjourn the closed session and reconvene to open session. MC. A motion was made by Liptak and seconded by Chapek, to approve all contractual components that were discussed in closed session. MC.
A motion was made by Falkenberg and seconded by Kuehni, to adjourn the meeting. MC.
