CLARK COUNTY COURTHOUSE - COUNTY BOARDROOM Chairman Wilcox called the meeting to order at 7:02 p.m. on December 19, 2024.
Pledge of Allegiance. Roll call taken by County Clerk Jensen. 29 Present, 0 Absent. Chairman Wilcox declared a quorum present. Present were Supervisors Brodhagen, Mulderink, Schindler, Wilcox, Klabon, Waichulis, Hoff, Kodl, Thielman, Kolzow, Jalling, Tyznik, Bower, Smith, Ryan Ashbeck, Johnson, Rueth, Stoecker, Bobrofsky, Riley Ashbeck, Hasz, Smagacz, Boon, Trunkel, Gerhardt, Bakker, Garbisch, Neville and Sebesta. Supervisors Brodhagen, Schindler, Kodl, Thielman, Jalling, Rueth, Stoecker, Bobrofsky and Hasz appeared via Webex.

2023 Forestry & Parks Annual Report
Supervisor Waichulis yielded the floor to Curtiss Lindner and John Wendorski to present the Forestry and Parks 2023 Annual Report. Motion by Supervisor Kolzow seconded by Supervisor Waichulis to receive and file the report. Voice vote, all ayes, motion carried.
Appointments
Chairman Wilcox appointed Jill Hoff to the Thorp TIF District. Motion by Supervisor Tyznik seconded by Supervisor Kolzow to concur with the appointment of the Chair. Voice vote, all ayes, motion carried.
Chairman Wilcox appointed Larry Klabon to the Owen TIF District. Motion by Supervisor Hasz seconded by Supervisor Trunkel to concur with the appointment of the Chair. Voice vote, all ayes, motion carried.
Chairman Wilcox appointed Scott Jalling to the Withee TIF District. Motion by Supervisor Kolzow seconded by Supervisor Klabon to concur with the appointment of the Chair. Voice vote, all ayes, motion carried.
Resolution 43-12-24 APPROVING THE 2025 FORESTRY AND PARKS ANNUAL WORK PLAN presented.
NOW, THEREFORE BE IT RESOLVED, the Clark County Board of Supervisors hereby approves the Forestry and Parks 2025 Annual Work Plan as set forth in Exhibit A.
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Wisconsin Department of Natural Resources County Forest Specialist in Tomahawk, Wisconsin.
Motion by Supervisor Rueth seconded by Supervisor Johnson to approve the resolution as presented. Voice vote, all ayes, motion carried.
Resolution 44-12-24 APPROVING AN INCREASE IN COUNTY MILEAGE REIMBURSEMENT presented.
NOW, THEREFORE BE IT RESOLVED, the Clark County Board of Supervisors hereby approves modification of Clark County’s mileage reimbursement rate to match the federal mileage reimbursement rate effective January 1, 2025.
BE IT FURTHER RESOLVED, the Clark County mileage reimbursement rate shall be automatically updated to correspond with any future adjustments to the federal mileage reimbursement rate.
BE IT FURTHER RESOLVED, said reimbursement rate applies to the use of personal vehicles by Clark County employees and county board members for authorized county business.
BE IT FURTHER RESOLVED, the Clark County Employee Handbook will be updated to reflect the change in the mileage reimbursement rate.
Motion by Supervisor Hasz seconded by Supervisor Bobrofsky to approve the resolution as presented. Voice vote, motion carried. Recording no votes were Supervisors Ryan and Riley Ashbeck, Tyznik, Garbisch and Sebesta.
Resolution 45-12-24 APPROVING MILEAGE AND MEAL REIMBURSEMENT RATE FOR VOLUNTEER TRANSPORTATION SERVICE presented.
NOW, THEREFORE BE IT RESOLVED, the Clark County Board of Supervisors hereby approves the mileage reimbursement rate to match the federal mileage reimbursement rate and meal reimbursement rates of $7.00 for breakfast; $12.00 for lunch; and $20.00 for dinner for volunteer drivers as part of the specialized transportation program, effective January 1, 2025.
BE IT FURTHER RESOLVED, the mileage reimbursement rate shall be automatically updated to correspond with any future adjustments to the federal mileage reimbursement rate.
Motion by Supervisor Tyznik seconded by Supervisor Sebesta to approve the resolution as presented. Motion by Supervisor Hasz seconded by Supervisor Kodl to amend the resolution by striking line #16 (mileage reimbursement rate of $0.67 per mile) and inserting “the mileage reimbursement rate to match the federal mileage reimbursement rate” and to also add “BE IT FURTHER RESOLVED, the mileage reimbursement rate shall be automatically updated to correspond with any future adjustments to the federal mileage reimbursement rate.” Voice vote on the amendment, motion carried. Voting no on the amendment were Supervisors Ryan and Riley Ashbeck, Boon, Garbisch and Sebesta. Voice vote on the resolution as amended, motion carried. Recording a no vote were Supervisors Ryan and Riley Ashbeck and Supervisor Boon.
Resolution 46-12-24 RESOLUTION TO PROVIDE COUNTY ENDORSEMENT OF MOSAIC TECHNOLOGIES’ APPLICATION FOR BEAD GRANT FUNDING presented.
NOW, THEREFORE IT BE RESOLVED, the Clark County Board of Supervisors, by the passage of this Resolution, does hereby endorse Mosaic Technologies in its application to the Public Service Commission for BEAD grant funding and/or Internet for All grant funding; BE IT FURTHER RESOLVED, the Clark County Board of Supervisors supports Mosaic’s fiber optic cable construction to serve eligible properties identified by the PSC as unserved or underserved.
Motion by Supervisor Rueth seconded by Supervisor Jalling to approve the resolution as presented. Voice vote, all ayes, motion carried.
Ordinance 249-12-24 LIMITATIONS ON SERVICES PROVIDED BY THE REGISTER OF DEEDS OFFICE presented.
Motion by Supervisor Gerhardt seconded by Supervisor Bower to approve the first reading of the ordinance as presented. Chairman Wilcox yielded the floor to Mary Denk to explain the ordinance and answer questions. Voice vote, all ayes, motion carried.
Ordinance 250-12-24 AMENDING STRUCTURE AND COMPOSITION OF THE CLARK COUNTY HOUSING COALITION presented.
NOW, THEREFORE BE IT ORDAINED, the Clark County Board of Supervisors does hereby approve modifications to the structure and composition of the Clark County Housing Coalition and approves amendments to Ordinance 241-10-22 as attached hereto and wholly incorporated within.
BE IT FURTHER ORDAINED, the Clark County Governing Bodies Roles and Structures shall be amended to reflect the amendments to Clark County Ordinance 241-10-22 attached hereto.
Motion by Supervisor Tyznik seconded by Supervisor Boon to approve the ordinance as presented. Voice vote, all ayes, motion carried.
Housing Coalition Appointment
Chairman Wilcox appointed Joe Waichulis and Jill Hoff to the Housing Coalition Committee. Motion by Supervisor Trunkel seconded by Supervisor Bobrofsky to concur with the appointments of the Chair. Voice vote, all ayes, motion carried.
Minutes: The November 7, 2024, board minutes were presented in written form for approval. Motion by Supervisor Boon seconded by Supervisor Smith to approve the minutes as presented. Voice vote, all ayes, motion carried.
Chairman Wilcox congratulated Owen-Withee on their 8-player WIAA Football Championship.
Motion by Supervisor Waichulis seconded by Supervisor Kolzow to adjourn to the call of the Chairman. Voice vote, all ayes, motion carried. Meeting adjourned at 8:15 p.m.
