■ ■ Dec. 23 - An officer was dispatched to an Abbotsford residence in reference to a disturbance. Dispatch advised that two juvenile individuals had been fighting inside. The officer was informed that one of the juveniles left the scene prior to their arrival. The officer met with the first juvenile at the residence while another officer patrolled the nearby area to locate the second juvenile.

The officer observed the first juvenile to have blood on the left side of their face and a bloody lip. The first juvenile stated that they were in their shared bedroom with the second juvenile. The second juvenile was playing a video game, while the first was talking on the phone with a friend.

The second juvenile got mad because the first juvenile was talking too loud on the phone and it was making it hard for them to talk to their own friend while they were playing the game. They began arguing and the second juvenile attacked the first juvenile. The second juvenile punched and choked the first juvenile. The second juvenile also attempted to assault the first juvenile with a weapon, threatening to kill them and everyone in the house.

The officer was informed that the second juvenile had been located and was transported to the police department. The officer then spoke with a social worker from Clark County, who recommended transporting the second juvenile to Washington County Juvenile Detention Center.

■ ■ Dec. 24 - An officer spoke with a complainant who wanted advice regarding a property they owned in Abbotsford. The complainant stated that they had been informed by the city that there was standing water in the residence. The tenants that had rented the property had moved out due to not paying their rent and had changed the locks to the residence without informing the complainant. The complainant was unable to enter the residence, and attempts at contacting the previous tenants had been unsuccessful.

The officer advised that, due to the residence being unoccupied at the time, the complainant could enter the residence as they own the property. The complainant requested the officer to check for damage at the residence. The officer did so and did not observe any damage. The officer informed the complainant they would have to kick the door in to enter the residence or get a new key.

■■ December 25 - An officer was informed of concerns expressed by a teacher and a student regarding an image shared on social media that might be a threat to the school. After a brief investigation of the images provided, the officer suspected it to be another type of swatting (prank) event. The officer found the social media account already deleted and immediately emailed the company to preserve the account. The account was preserved and a warrant was obtained and forwarded to the company for the account’s records.

■ Dec. 25 - An officer observed a vehicle going 45 mph in a posted 30 mph zone in Colby. The officer then observed the vehicle quickly slow down to a speed well under the posted speed limit. The officer activated their emergency lights to conduct a traffic stop and observed the vehicle come to a stop in the traffic lane.

The driver stated they did not have a license or identification on them at the time. The officer could detect a strong odor of alcohol coming from the vehicle as they spoke with the driver. The officer ran the driver’s information and observed them to have a revoked license due to an alcohol violation. The officer asked the driver if they had consumed any alcohol. The driver stated that they had two beers and agreed to do a preliminary breath test, the result of which was a 0.195.

The driver was placed under arrest and transported to the police department. They were issued citations for operating while under the influence (2nd), exceeding speed zone (11-15 mph), operating while revoked (criminal), and operating with a prohibited alcohol concentration (2nd).

■ ■ Dec. 27 - An officer conducted a traffic stop on a vehicle observed traveling through Abbotsford with no lights after dark. The officer met with the driver who stated they realized the lights were off and turned them on at the same time the emergency lights had turned on. The officer was informed that the driver had a revoked driver’s license status due to an alcohol related offense.

As the officer was completing the citation for operating after revocation, the K9 unit alerted to the odor of narcotics coming from the vehicle. The officer requested the driver exit the vehicle for a search to be conducted, nothing of evidentiary value was located.

The driver informed the officer that they were out on bond and not supposed to be driving. The officer advised that they would not be taking the driver to jail for that day, but they would look into the bond conditions, and if it is stated they are not to drive, a charge of bail jumping will be forwarded to the Clark County DA’s Office. The driver was issued a citation for operating after revocation due to alcohol. Charges of misdemeanor bail jumping were forwarded to the Clark County DA’s Office.

■ ■ Dec. 27 - An officer was dispatched to a Colby residence in reference to a burglary. They were advised that someone had broken into the residence when no one was there.

The complainant stated that when they arrived at their residence they noticed the door that connects to the garage was broken. It appeared the door had been kicked in, as the door jam was broken and there was a crack on the outside of the door where the doorknob is. The complainant stated that their new lawn mower was missing. The officer observed several pieces of broken glass near the door. A couple pieces appeared to have fresh blood on them. The officer swabbed the blood for evidence. The complainant was not sure if any other items had been taken besides the lawnmower.

■ ■ Dec. 28 - An officer met with an Abbotsford resident in reference to an incident that had occurred earlier that day. The individual stated that they had been in the kitchen of their residence, taking pictures of a gun they were trying to sell, when they accidentally shot themselves in the middle of their left hand. The bullet went through their hand, through the bottom wood frame of the window, and then into the ground outside of the window. The individual believed they had taken all of the bullets out of the gun and did not have a magazine in it.

The officer informed the individual that they would be receiving a citation for discharging a firearm within the city and warned them to be more careful when handling a gun as they could have shot someone.

■ ■ Dec. 29 - An officer was dispatched to South First Street in Colby for a two-vehicle crash. Upon arrival, the officer observed a vehicle with disabling damage to its front right side and another vehicle with minor damage to the back right side. The officer observed several people yelling and saying the driver of the first vehicle was unconscious.

The driver was outside of the vehicle, lying on the ground unconscious. EMTs were called to the scene. The officer then performed a sternum rub on the driver several times before they became responsive. The driver became alert and started to panic. They began swinging their hands around and ended up hitting the officer several times. The officer ordered the driver to stop several times. The driver stopped and began yelling for their spouse. Some of the driver’s friends present were able to calm them down.

The officer began speaking to the friends, but the driver started hyperventilating. The officer tried to remind them to breathe slowly. The driver then began to yell and launched toward the officer. A second officer who had been speaking with the driver of the other vehicle helped the officer in decentralizing the driver to the ground. The driver was placed in handcuffs.

The driver then began to shake as if having a seizure. The officer asked if the driver had taken any drugs. The friends stated that the driver had just taken marijuana and drank alcohol. Based on the driver’s behavior, the officer believed they had taken more than just marijuana. EMTs arrived and the driver was transported to Marshfield Medical Center.

The officer then spoke with the friend of the driver. They stated that the driver had backed out of their parking space, driven to the intersection, then did a u-turn and began speeding up. The friend stated that they could hear the tires squeal as the vehicle was speeding up.

The other vehicle was backing up from their parking space and did not notice any vehicles behind them, until the first vehicle came speeding toward them. The first vehicle then hit the rear passenger side of the second vehicle. The driver of the first vehicle then began to panic and went unconscious.

Dispatch reported that the driver of the first vehicle had a body only warrant out of Waupaca County. The driver was arrested and transported to the Clark County Jail. They received citations for driving too fast for conditions and disorderly conduct.
