Rom was born in Bayombong, Nueva Vizcaya, Philippines, the son of the late Juan Blanco and Ambrosia Pobre Moscoso. He was preceded in death by his amazing wife of 53 years, Elvie Moscoso in 2015, and two brothers, Virgilio Moscoso of Visalia, Calif., and Ernesto “Boy” Moscoso.

Rom received his MD degree from Far Eastern University Medical School in Manila, Philippines in 1962. Seeking a better life for his wife and young child, he immigrated to the United States and completed a surgical internship at Evangelical Deaconess Hospital in Milwaukee and a surgical residency and chief resident year at Western Pennsylvania Hospital in Pittsburgh, Pa. He then spent a year as a surgeon providing care to the under-served population of Welch, W. Va.

In 1971, Rom and his family settled in Medford, where he was a dedicated general surgeon for 35 years at Memorial Hospital and the Medford Clinic. Rom’s true passion was golf. He frequently played at Tee Hi, Black River Country Club, Voyager Village, and Citrus Hills Country Club, built club sets for himself and others, and occasionally attended PGA tournaments. Even in his final months, he enjoyed watching the PGA with loved ones.

Visitation was held on Tuesday, Oct. 29, 2024 from 9 to 11 a.m., immediately followed by a funeral mass and luncheon at Holy Rosary Catholic Church in Medford.

In lieu of flowers, please donate to the @Romulo-MoscosoMemorialFund on Venmo or mail to N2256 Black River Drive, Medford, WI 54451, to help create a lasting tribute to Rom at Black River Golf Course, where he lived for the last 30 years.
