City of Medford Common Council Meeting Minutes Tuesday, May 4, 2021 6:00 PM Council Chambers, City Hall 639 South Second Street Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson. Alderperson Laura Holmes is an excused absence. All vote tallies will be with the exception of Alderperson Holmes’ vote.
Pledge of Allegiance
Alderperson Bub began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.
Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

The following City personnel were present: City Clerk Ashley Lemke, City Coordinator Joe Harris, and Police Chief Chad Liske. City Attorney Courtney Graff was an excused absence Visitors Present

Minutes
Michael Bub moved, Clem Johnson seconded a motion to approve the April 20, 2021 Council and April 26, 2021 Committee of the Whole minutes as presented and to place the same on file in the Clerk’s Offi ce: All in favor: All Aye. Motion Carried.
Resolution East Perkins Street Dedication With the purchase of the necessary properties for the South Kwik Trip site, they are resurveying the existing parcels into a single parcel. The parcels that front onto East Perkins Street had a legal description that went to the center of the road right-ofway.
Kwik Trip, with their survey, has created 2 parcels with one of them being the East Perkins Street right-of-way. The Plan Commission, who met May 3, 2021, reviewed the survey, and recommended to Council to accept the dedication of this parcel as part of East Perkins Street.
Dave Roiger moved, Greg Knight seconded a motion to suspend Council Rules #13A & #13B and adopt Resolution #1887 accepting the dedication of the East Perkins Street parcel. Roll Call Vote: Dave J. Commonwealth Development Corporation of America - Real Estate Purchase Agreement Council accepted the proposal submitted by Commonwealth Development Corporation of America for a 40-unit multi-family affordable housing development to be located on 4.4 acres of City-owned land on Progressive Avenue in the City’s Industrial Park.
The Committee of the Whole, at its April 26, 2021 meeting recommended that Council approve the real estate purchase agreement that has been reviewed by the City Attorney. The agreement includes the following: (1) Commonwealth Development Corporation of America will purchase the property for $50,000.00 contingent upon award of the Wisconsin Housing & Economic Development Administration (WHEDA) tax credit program.
(2) Should Commonwealth Development Corporation of America decide not to submit or fail to submit an application for the tax credit program, the property would revert back to the City.
(3) Should Commonwealth Development Corporation of America not be awarded the tax credit grant, it would have the option to terminate the purchase agreement or request an extension of the agreement to allow them to submit an application in 2022.
(4) Should Commonwealth Development Corporation of America receive the award, the closing day, subject to extensions, would be no later than May 31, 2023.

Use of City-owned Parking Lot on Whelen Avenue for the Weekly Farmers Market Christine Weix moved, Dave Brandner seconded a motion to approve the use of the Cityowned parking lot adjacent to Whelen Avenue as a Farmers Market from 1 PM to 5 PM on Tuesdays beginning May 11, 2021 and ending October 19, 2021, with the addition of other events (one per month) being planned in coordination with the Friends of the Downtown whereby the hours may be extended beyond 5:00 PM close but would close no later than 7:00 PM with the following conditions: (1) South driveway must remain open to provide access to Ackeret Brothers. (2) Farmers Market participants abide by the Taylor County Health Department guidelines/restrictions. (3) The City will re-evaluate the Farmers Market at the end of the season. All in Favor: All Aye. Motion Carried.
Part-Time Police Officer Dave Roiger moved, Greg Knight seconded a motion to approve the creation of a parttime Police Officer position. The part-time officer would follow the following guidelines: (1) The part-time officer would NOT be part of the Medford Police Association Local 456 bargaining unit. (2) The part-time officer would NOT receive any benefits (vacation, personal holidays, insurance, uniform allowance, sick time accrual, etc.) that are entitled to full-time officers. (3) The part-time officer is responsible for their own uniforms and duty gear (duty belt, pouches, etc.) Uniform shoulder patches and badges would be provided. (4) Any overtime/extra duties shall be offered to full-time offi cers before a part-time officer as outlined in the bargaining contract. (5) Medford Police Department would be responsible ONLY for the annual handgun qualification and bi-annual Emergency Vehicle Operation Course (EVOC) certification. Any remaining hours of training will be at the discretion of the Chief of Police. The part-time officer will be responsible for the remaining needed hours to maintain yearly officer certification. (6) The part-time officer wage would be 90% of the wage that a full-time officer receives based on the current bargaining agreement. The part-time officer is NOT entitled to a lateral entry program. (7) The part-time offi cer would work no more than 1,000 hours in a calendar year. Roll Call Vote: Dave J. 2021 Pool (Lifeguard) Wages The Committee of the Whole, at its April 26, 2021 meeting, recommended that Council increase wages $1.00 per hour to match the competitive rate.
