Spencer board approves design contracts for Park St., lift station projects

The Spencer Village Board recently made a couple of key decisions to continue the development of two major village projects planned for 2024.

At the board’s July 10 meeting, it approved design and construction services agreements for the Park Street reconstruction project and the Hemlock and Pine Street lift station upgrades. Next year, the village plans to redo Park Street between Highway 98 and Willow Drive, a distance of about half a mile. The project has a total price tag of about $3 million and will include replacing the water and sewer lines, and stormwater system.

The board approved a design and construction services agreement with Town and Country Engineering for the Park Street project, for a total cost not to exceed $280,000. This will include design services, bidding and construction observation.

The village plans to borrow money for the Park Street project and will seek a low-interest loan through the Wisconsin Department of Natural Resources Clean Water Fund Program or Safe Drinking Water Loan Program.

The board also approved an agreement with Town and Country Engineering for design and construction services for the Hemlock and Pine Street lift station upgrades, for a cost not to exceed $64,000.

“They are older lift stations,” said Village Administrator- Clerk/Treasurer Paul Hensch. “The one on Hemlock Street was put in in 1998 and is not the safest. Anytime someone has to work on it, there is a confined space entry. So we would upgrade to prevent that.”

He also said the village had experienced a lot of problems at the Pine Street lift station due to residents flushing rags and “flushable” wipes that clog up the system. The village will have the pumps replaced at this lift station.

The lift station upgrades are expected to cost a total of $440,000.

The meeting agenda also included an item for “discussion and action on K9 unit,” after the board approved purchasing a K9 at the June meeting. However, the K9 officer chose not to move forward with the purchase of a new K9. No action was taken.
