n September 7 - An officer was dispatched to a local gas station for reports of a man creating a disturbance. Upon arrival, the officer observed a man sitting outside on his walker. The officer made contact with an employee of the store who said the man had been attempting to enter the store after being asked to leave.
The officer talked to the man and informed him he was not welcome at the store. The man said he didn’t care and called the employee a vulgar name. The employee said she had to lock the doors to prevent the man from entering.
The officer went back to talk to the man and stated the man was not welcome at the store any longer and could not purchase merchandise inside. The officer asked the man if he would leave the premises in his squad car and the man stated he would. They traveled back to the department where the officer sat with the man in the intox room. The man said other businesses are too far away from him so he has to go to that gas station.
The man was informed that he was trespassing but said he did not care. The man then said he needed to get back to the store by 11 p.m. that night and he would create issues for the staff.
The man was placed under arrest for disorderly conduct and was transported to Clark County Jail without incident. Jail staff were able to secure a voucher to allow the man to stay in a motel after being booked and released from jail.
n September 9 - An officer was dispatched to a local department store where an employee stated there was a sign struck on the southwest entrance to the East Town Mall. The employee stated they noticed it on the grass the morning of Sept. 9 when the employee arrived at work. The employee was unable to tell the officer when the sign had been stuck as she just noticed it had been knocked down that morning.
n September 9 - A local gas station employee called the department stating that there was a man inside the store who was not welcome there. The officer arrived at the scene and made contact with the man. The officer asked why he returned to the store even though he is not welcome at the store. The man told the officer no one could tell him where he can and cannot go. The officer offered the man a ride back to his apartment as he was supposed to meet with a case manager from Inclusa. The man agreed and rode with the officer back to his apartment.
Approximately two hours later, the officer observed the man walking down the street. The officer asked the man where he was going and the man said the same gas station he was at earlier. The officer told the man if he entered the gas station, he would be placed under arrest. The man stated he understood and walked down an adjacent street.
n September 9 - An officer was working in Colby when he passed a vehicle that had excessively dark windows. The officer noticed that the vehicle’s front windows did not allow 50 percent of visible light through the window.
The officer initiated a traffic stop after the vehicle had pulled into a parking lot in Colby. The officer informed the driver about the window tint and the driver said he had just purchased the vehicle with the tint already on it.
The officer ran the driver’s US work ID and identified the driver as having a civilly revoked driver’s license. The driver also had a Clark County warrant for contempt of court - failure to support. The officer confirmed this information with Clark County Dispatch and the CAPD K9 unit arrived on-scene.
The K9 unit did a sniff of the vehicle and alerted on the vehicle. An officer and a Clark County Deputy did a probable cause search of the vehicle and did not locate any items of contraband.
The officer placed the driver under arrest for a Clark County warrant and was transported to the police department. The man was transported to Clark County Jail and released to jail staff.
n September 10 - An officer was dispatched to an address in Abbotsford at 5:13 a.m. for a noise complaint. The officer was notified that there was a man who was ringing a door bell for the apartment complex and was waking up his neighbors.
The officer arrived on-scene and made contact with the man. Before arriving to the man’s apartment, the officer stated he could smell the strong odor of what appeared to be urine or feces coming from the apartment. The officer asked the man what was going on that morning. The man stated he was cleaning his apartment and his key to the building did not work. He said in order to get back into the apartment, he had to ring the door bell to the apartment. The officer observed the man’s apartment to be very dirty.
The officer informed the man to put a wood stick in the door so he would not bother his neighbors anymore. The man stated he would do so. At approximately 6 a.m., the officer was called back to the apartment for a disturbance. The officer made contact with the man who stated he was continuing to clean his apartment. The officer told the man to keep the noise down as his neighbors were sleeping and the man agreed to do so.
n September 10 - An officer was dispatched to a residence in Abbotsford due to a parking complaint. The officer met with a man who said the neighbors across the street from his house park their vehicles on the roadway and that day, they were blocking the mailboxes and the mail did not get delivered. The man said the residents of the house across the street have multiple vehicles park up and down the road on both sides of the road. The officer said he would speak to them about the complaint.
The next day, the officer made contact with a man at the residence. The man said the complainant had yelled something to them about the mailman when he looked outside and saw the mailman drive past. The man apologized for blocking the mailbox and thought that the mail was already delivered by that time. The man said he would try to pay more attention to that in the future.
n September 10 - An officer was on patrol when he noticed a male walking with the assistance of his walker in the City of Abbotsford. As the officer drove past, the man tipped himself over and landed flat on his back in the roadway.
The officer turned around to check on the man. The man said he was OK but the officer called Central Fire and EMS to be sure he didn’t hit his head. The man said he was going to Kwik Trip. The man refused medical attention from EMTs and refused a ride home multiple times.
The officer and EMTs cleared the scene. Approximately a half hour after the first call had began, the officer received another call to the same location. An EMT stated they had watched the man walk down the same road and tip over three more times.
The EMTs stated he would sit down on his walker, turn his back to the road and kick his feet out causing himself to tip over and fall. The man denied doing the action on purpose when questioned by police. The officer asked the man multiple times if he could give the man a ride home but the man refused.
The man eventually gave the officer his phone and said the officer could try to make some calls for him. The officer called the man’s daughter but she did not answer. The officer then called Northwest Connections who were familiar with the man. Northwest Connections sent a mobile crisis worker to the location.
While waiting for the crisis worker, the officer asked the man if they could wait for the worker at his apartment. The man agreed and they traveled to his apartment.
The officer noticed the smell of urine and feces before entering the apartment. The smell intensified as the officer entered the apartment. The officer observed food on the floor and old cigarette butts by the counter. The man’s daughter called back and said if the officer could transport the man to Marshfield, he could live with her for a few days. The man was indeed transported and the case was referred to Clark County Social Services.
n September 11 - An officer observed a vehicle deviating from its lane of travel and initiated a traffic stop at around 2:33 a.m. The officer made contact with the driver and observed two open bottles of beer sitting in the cup holders in the front center console of the vehicle. The man had glassy eyes and the officer reported a strong odor of alcohol coming from inside of the vehicle. The man said he had five bottles of beer at a local bar that night.
The officer ran the man’s license through dispatch and it was reported that the man had no valid driver’s license.
The officer then initiated a field sobriety test and a preliminary breath test came back with a .118 reading. The man was placed under arrest for operating while under the influence, possession of open intoxicants in motor vehicle, operate without valid license and a warning for deviation from designated lane. The man was then released to a responsible party.
