COLBY-ABBOTSFORD POLICE LOG

_ Feb. 1 - An officer was notifi ed by a concerned citizen that a male party was removing a catalytic converter from a vehicle that was in a parking lot behind an Abbotsford business. The officer responded to the area, entered an alley in the squad car and observed a male party laying under a green SVU. As the officer approached, the male party stood up with a sawzaw in his hands.

The male party observed the unmarked squad car and looked as if he might flee. The officer exited his vehicle and confronted the male party. The male party laid the sawzaw on a bench nearby and told the officer that he was removing the exhaust and stereo from the car. The male party went on to explain that the car is owned by his mother but she never registered it.

The officer asked the male to identify himself. The male party said he wasn’t doing anything wrong and that the officer had no right to ask for his identity. The officer told the male party that he had been misinformed and that he would need to identify himself or the officer would detain him for a short period of time to investigate his suspicious behavior and circumstances.

The male then identified himself, but did not give his full name. The officer asked again for his middle initial and date of birth. The male party again said he knew his rights and did not have to provide that information. The offi cer again informed the male party that he could be detained for his suspicious circumstance and that he would need to provide his identifying information.

The officer, after learning his full name, requested back up. While waiting for back up, the male party had said his mother gave him permission to remove the exhaust and stereo from the vehicle and provided the officer with her phone number to confirm. The mother did not answer the phone call.

When the second officer arrived he identified the male party through prior interactions and that he had warrants out for his arrest.

The male party, after being arrested, confirmed that he did give false identification. He was taken to the Wood Co. Jail.

_ Feb. 4 - An officer was dispatched to an Abbotsford residence for a female that had lower back pain and was depressed.

The officer made contact with a male individual at the residence and stated he did not have lower back pain and did not know what the officer was referencing. The officer then informed dispatch to have the female individual walk to the road at the end of the driveway as he patrolled the city of Abbotsford to locate her. The female individual continued to give the address to the prior residence.

The officer located the female party who was standing outside another Abbotsford residence on a different street.

The officer asked the female party what was going on today. The female party stated she was depressed because she has no place to live. The officer asked the female party where she was living now and how long she had been in Abbotsford.

The female party stated she was living in Medford with a cousin for about two weeks. She also had stated that she did not want to lose her job. She said she had not slept that night and that she has medication for her depression but hasn’t had any medication since she left Puerto Rico.

The officer had asked the female party if she had any inclinations to harm herself or anyone else, which her response was no. The female stated her back hurt and would like to go the hospital. She did not want to be transported by the officer and did not give a response if she would be willing to be transported by ambulance. The officer asked if her cousin would take her and the female responded that her cousin would take her at 7 a.m.

The officer then asked the female party if she now lived in the residence in which they were in front of. The female party stated she did not live there but has a friend who currently lives in the residence.

The officer offered to take the female party to a hotel or gas station until her cousin could pick her up at 7 a.m. but refused.

The female party stated she had been given permission to stay in the lobby by her friend until her cousin could be there. The officer tried to get confirmation with her friend but the female party refused to make contact with her friend over the phone.

_ Feb. 5 - Dispatch was notifi ed that an inmate at the Clark County Jail wanted to make a report with the CAPD.

The inmate was told by jail staff that they would take his statement and pass then to the CAPD.

The inmate wanted to report that he had evicted his former girlfriend from his residence. He heard that she had been driving past the house scaring/harassing his current girlfriend. He also heard that her vehicle was still in his driveway and the inmate wanted it removed.

The inmate also learned that his ex-girlfriend had a restraining order against him. He finally reported that his ex-girlfriend had recently been arrested for her third OWI and wanted to let CAPD know she did not have a valid driver’s license anymore.

The officer checked the driveway later that evening and did not see the mentioned car.

The officer also checked the validity of the restraining order and eviction notice to find no filings for either.

_ Feb. 6 - An officer was driving north on North First Street in Abbotsford when he observed the tail lights of the vehicle not to be lit.

The officer activated his emergency lights and conducted a traffic stop. When he approached the vehicle, he observed the driver of the vehicle open the front door to speak with him. As the door opened the officer observed the front window of the vehicle to have an extremely dark window tint, based on training and experience.

The officer identified the driver of the vehicle from prior law enforcement contacts. He advised the driver as to why he pulled him over and allowed him to confirm that his tail lights were, in fact, not working.

Due to previous knowledge of the driver having warrants for his arrest, the officer requested back-up. When backup arrived on scene, the officers returned to the car and advised the driver to step out of the vehicle.

The officer advised the driver of his warrants and arrested the driver of the vehicle.

The officers then performed a window tint measurement test, which resulted in excessive tinting.

_ Feb. 6 - An officer was dispatched to a business in Colby, in reference to an employee that had just been fired and was becoming aggressive with the staff.

The complainant was a supervisor at the facility and was requesting that the exemployee be escorted off the property.

When the officer arrived on the scene, he met with the exemployee, who was sitting in a chair on his phone. The officer asked what had transpired. The ex-employee said his girlfriend was just getting over COVID-19 and he was in the middle of feeling very sick. The ex-employee said that he called into work to inform his employer that he would not be in for his shift that day and was told he would need to find a replacement before he could call in sick. The ex-employee said he could not find anyone to cover his shift and was forced to go into work anyway.

The ex-employee was very upset about the whole incident and said he turned in his keys and work badge to quit. He was waiting for a ride to pick him up and did not think there was any other problem until the officer arrived.

The officer spoke to the manager who told the officer the ex-employee had an issue with another employee and struck out at her. The manager said the other employee just wanted the ex-employee removed from the property.

The officer spoke with the other employee who had been on the receiving end of the alleged outburst, and was told that the ex-employee had been very upset and slapped the wall he was next to very hard.

The other employee had explained to the officer that she had been victim of abuse in the past and it had been triggered when he hit the wall. She jumped up and went outside to smoke. The employee said she had not been hit nor injured in any way.

The officer then met again with the ex-employee, who was still waiting for his ride from Mosinee. The officer then gave the ex-employee a ride to a gas station to wait for his ride.
