City of Medford Common Council Meeting Minutes Tuesday, October 19, 2021 6:00 PM Council Chambers, City Hall 639 South Second Street, Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.
Pledge of Allegiance
Alderperson Hansen began the meeting by leading the group in the reciting of “The Pledge of Allegiance”.
Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.
City Personnel Present
The following City personnel were present: City Clerk Ashley Lemke, Deputy City Clerk Stacie Tanata, Treasurer Kathy Tom, Police Chief Chad Liske and City Coordinator Joe Harris. City Attorney Courtney Graff was an excused absence.

Council Public Hearing Mayor Wellner explained the purpose of this public hearing is to consider the 2022 proposed City of Medford General Fund Budget. The proposed budget is as follows: Activity-Proposed Amounts Property Tax Revenue-$ 899,878 General Fund Revenue$3,746,681 Mayor-$11,600 Legislative-$23,150 Legislative Support-$222,205 Elections-$21,900 Administration & Finance-$ 608,684 Assessment/Planning/Zoning- $232,958 Police-$1,078,367 Public Works-$968,135 Culture & Recreation-$ 305,922 Conservation & Development- $25,575 Capital Outlay-$83,029 Capital Construction Fund$912,000 Debt Service Fund- $242,414 Library Special Revenue Fund- $458,411 Fire Department Special Revenue Fund- $249,750 Adjourn to Common Council Meeting Clem Johnson moved, Dave Roiger seconded a motion to adjourn the Public Hearing to the Common Council meeting at 6:02 p.m. All in favor: All Aye.

Minutes
Dave J. Brandner moved, Greg Knight seconded a motion to approve the following minutes, and place them on file in the Clerk’s Office: (1) October 5, 2021, Council Meeting; and (2) October 11, 2021, Committee of the Whole Meeting. All in favor: All Aye. Motion Carried.
Adoption of the 2022 General Fund Budget Mayor Wellner asked if there were any objections to adopting the 2022 General Fund Budget in its entirety. No objections were voiced.

The Taylor County Treasurer and Real Property Lister are requesting the municipalities to submit their local levy to them by December 1, 2021, to ensure that they have enough time to calculate, create, and print the tax bills. In order to comply with this request, Council will need to adopt the City’s levy following the adoption of the 2022 General Fund Budget. The City’s 2022 levy, based on the budget presented, is $1,759,502 and does not include the tax increment district amounts. This does not include the tax increment district amounts.
Greg Knight moved, Christine Weix seconded a motion to approve the City’s local levy in the amount of $1,759,502 (this amount does not include the tax increment district amounts).

Motion Carried. Chamber of Commerce Lease Agreement Laura Holmes moved, Clem Johnson seconded a motion to approve a three-year agreement that waives the monthly rental payment by the Chamber for calendar years 2022-2024. Roll Call Vote: Dave J. Brandner- Yes; Laura Holmes-Yes; Greg Knight-No; Tim Hansen-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (7 Yes; 1 No) Motion Carried. Coordinator’s Report- Joe Harris
The Coordinator’s Report was as follows: (1) An update on the Electric Utility projects was given. (2) An update on the Public Works projects was given. (3) An update on the Wastewater Utility projects was given. (4) Public Works employee Travis Gilles has completed his oneyear introductory period as of October 26,2021. Upon a successful job evaluation Mr. Gilles’ wage will increase from $23.54 to $24.78 effective October 26, 2021.
Communications from the Mayor Upcoming Meeting Schedule-The upcoming meeting schedule was reviewed.
