City of Medford Common Council Meeting Minutes Tuesday, August 3, 2021 6:00 PM Council Chambers, City Hall 639 South Second Street Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Laura Holmes, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, Michael Bub, and Clem Johnson. Alderperson Dave J. Brandner was an excused absence, all vote tallies will be with the exception of Alderperson Brandner.

Pledge of Allegiance

Alderperson Bub began the meeting by leading the group in reciting of “The Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

Laura Holmes moved, Greg Knight seconded a motion to approve the July 6, 2021 Council, July 6, 2021 Committee of the Whole and July 26, 2021 Committee of the Whole meeting minutes as presented and to place the same on file in the Clerk’s Office. All in favor: All Aye. Motion Carried.

Ordinance Rezoning the Property Located at 655 South Eighth Street and 647-9 South Eighth Street and Described as American Legion Addition All of Lot 8, Lot 9, Lot 10, Lot 11, and the North 34 feet of Lot 12 Block A from R-2 One and Two Family Residential to C-1 Commercial Dave Roiger moved, Christine Weix seconded a motion to suspend Council rules #12A & #12B and adopt Ordinance #1059 to rezone the property located at 655 South Eighth Street and 647-9 South Eighth Street and described as American Legion addition All of Lot 8, Lot 9, Lot 10, Lot 11 and the North 34 feet of Lot 12 Block A from R-2 One and Two Family Residential to C-1 Commercial. Roll Call Vote: Dave J Brandner - Absent; Laura Holmes - Yes; Greg Knight Yes; Tim Hansen - Yes; Christine Weix - Yes; Dave Roiger - Yes; Michael Bub - Yes; Clem Johnson - Yes. Ordinance Amending Chapter §11.2 of the City of Medford Code of Ordinances Entitled Alcoholic Beverages Dave Roiger moved, Clem Johnson seconded a motion to suspend Council rules #12A & #12B and adopt Ordinance # 1061 Amending Chapter §11.2 of the City of Medford Code of Ordinances Entitled Alcoholic Beverages. Ordinance Allowing Open, Recreational, and Refuse Burning Ordinance for the City of Medford Clem Johnson moved, Dave Roiger seconded a motion to suspend Council rules #12A & #12B and adopt Ordinance #1062 Allowing Open, Recreations, and Refuse Burning Ordinance for the City of Medford. Resolution Establishing the 2022 Solid Waste & Recycling Collection Fees Clem Johnson moved, Laura Holmes seconded a motion to authorize the transfer of $15,000.00 from the Refuse/ Recycling retained earnings account to the 2022 Refuse/ Recycling Budget and suspend Council Rules #13A & #13B, and adopt Resolution 1892 that establishes the 2022 monthly refuse/recycling fees as follows (no change from the 2019/2020 fees): Over 62 years of age with not more than one waste container per week at $15.25 (solid waste @ $11.10 and recycling at $4.15) and All other residential units at $16.25 (solid waste @ $11.90 and recycling at $4.35). Issuance of Class A Beer/ Liquor License Dave Roiger moved, Christine Weix seconded a motion to approve the issuance of a Class A Beer/Liquor License to Kwik Trip Inc. d/b/a Kwik Trip 1106, Jamie Diethelm, agent for the period beginning August 20, 2021 and ending June 30, 2022 for the premise located at 1275 North Eighth Street. All in favor: All Aye. Motion Carried.

Issuance of Cigarette License Laura Holmes moved, Greg Knight seconded a motion to approve Cigarette License for Kwik Trip Inc. d/b/a Kwik Trip 1106 for the period beginning August 20, 2021 and ending June 30, 2022. All in favor: All Aye. Motion Carried.

Issuance Noise Permit Parkfest Laura Holmes moved, Christine Weix seconded a motion to approve Parkfest Noise Permit as follows (1) Thursday, August 19 3:00 PM to 11:59 PM. All in favor: All Aye. Motion Carried.

Issuance of a Refuse/Recycling Hauler’s License Laura Holmes moved, Greg Knight seconded a motion to approve the issuance of a refuse/ recycling hauler’s license to Waste Management Weyerhaeuser and GFL Environmental for the period retroactive to July 1, 2021 and ending June 30, 2022. All in favor: All Aye. Motion Carried.

Rural Virtual Academy (RVA) Pool Rental Request Clem Johnson moved, Laura Holmes seconded a motion to approve a request from the RVA to rent the City Pool on August 17, 2021 from 1-3pm. The RVA to cover all labor costs. All in favor: All Aye. Motion Carried.

Issuance of Operator’s (Bartender’s) License(s) Dave Roiger moved, Tim Hansen seconded a motion to approve the issuance of Operator’s (Bartender’s) Licenses for the period beginning July 1, 2021 and ending June 30, 2023 to: Sydney Dehart, Amy Faulk, Diana Hartman, Naomi Jaslowski, Becky Baughman, Barbara Kallenbach, Sandra Kuske, Hope Wolff, Jo Poncek, Chloe Parisi, Laura Woebbeking, Tammy Hornback, Suzana Vetromile, and Kim Subert. All in favor: All Aye. Motion Carried.

Coordinator’s Report

The Coordinator’s Report was as follows: (1) An update on the Electric Utility projects was given. (2) An update on the Public Works projects was given. (3) An update on the Wastewater Utility projects was given.
