City council minutes

City of Medford Common Council Meeting Minutes Tuesday, May 18, 2021 6:00 PM Council Chambers, City Hall 639 South Second Street Medford, WI {Subject to Council Approval} Call to Order/Roll Call Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, and Clem Johnson. Alderperson Mike Bub is an excused absence. All vote tallies will be with the exception of Alderperson Bub’s vote.

Pledge of Allegiance

Alderperson Johnson began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: City Clerk Ashley Lemke and City Coordinator Joe Harris. City Attorney Courtney Graff was an excused absence.

Visitors Present

Visitors present were Brian Wilson - The Star News, Sue Emmerich, Brian Hallgren, Pat Keefe, and Eloy & Maria Garcia - El Pueblito Mexican Kitchen.

Citizens & Delegations Comments No citizens or delegations addressed the Council.

Minutes

Clem Johnson moved, Greg Knight seconded a motion to approve the May 4, 2021 Council minutes as presented and to place the same on file in the Clerk’s Office: All in favor: All Aye. Motion Carried.

Issuance of Class B Beer License to Medford City Baseball, Inc. for the Jaycee Field Concession Stand Located at 701 Centennial Parkway The Medford City Baseball, Inc., Kimberly Wojcik, Agent, has applied for a six-month Class B beer license for the premise located at 701 Centennial Parkway for the period beginning May 19, 2021 and ending November 18, 2021.

Dave Roiger moved, Laura Holmes seconded a motion to approve the issuance of a sixmonth Class B beer license to The Medford City Baseball, Inc., Kimberly Wojcik, Agent, for the premise located at 701 Centennial Parkway for the period beginning May 19, 2021 and ending November 18, 2021. All in favor: All Aye. Motion Carried.

Issuance of Class B Beer License to El Pueblito Mexican Kitchen LLC located at 149 South Main Street El Pueblito Mexican Kitchen LLC, Eloy Garcia, Agent has applied for a Class B Beer license for the premise located at 149 South Main Street for the period beginning May 19, 2021 and ending June 30, 2021. El Pueblito Mexican Kitchen LLC meets all necessary requirements.

Tim Hansen moved, Dave Roiger seconded a motion to approve the issuance of a Class B Beer license to El Pueblito Mexican Kitchen LLC, Eloy Garcia, Agent, for the premise located at 149 South Main Street for the period beginning May 19, 2021 and ending June 30, 2021. All in favor: All Aye. Motion Carried.

Denial of Operator License

A renewal of a regular operator’s license in the City was received for Samantha Jurena. It is the recommendation of the Medford Police Department to deny the application based upon the following reasons: 1. Applicant acknowledged check box on Page 3 of the application stating Applicant has not had an OWI conviction within the past one (1) year. Background investigation found that Ms. Jurena has been convicted for violating state statute 346.63(1)(a) OWI (1st Offense) on February 3, 2021.

2. Applicant indicated No on Page 5 for the question Have you EVER been convicted of any felony, misdemeanor, or ordinance violation other than minor traffic violations? If yes, please complete below. Background investigation indicates that Ms. Jurena has failed to disclose convictions for violating state statute 961.573(1) Possession of Drug Paraphernalia and state statute 346.63(1)(a) OWI (1st Offense).

Ms. Jurena may appeal this denial to the Common Council pursuant to Wisconsin Statutes §125.12(3).

Greg Knight moved, Laura Holmes seconded a motion to approve the recommendation from Police Chief Liske for the denial of a renewal regular operator’s license for Samantha Jurena for the following reasons: (1) Applicant acknowledged check box on Page 3 of the application stating Applicant has not had an OWI conviction within the past one (1) year. and (2) Applicant indicated No on Page 5 for the question Have you EVER been convicted of any felony, misdemeanor, or ordinance violation other than minor traffic violations. The denial may be appealed to the Common Council pursuant to Wisconsin Statutes §125.12(3). All in favor: All Aye. Motion Carried.

Issuance of Operator’s (Bartender’s) License(s) Clem Johnson moved, Christine Weix seconded a motion to approve the issuance of a regular operator’s license for the period beginning May 5, 2021 and ending June 30, 2021 to Edie Adams. All in favor: All Aye. Motion Carried.

Coordinator’s Report

The Coordinator’s Report was as follows: (1) An update on the Electric Utility projects was given. (2) An update on the Public Works projects was given. (3) An update on the Wastewater Utility projects was given. (4) Upcoming Special Events Chair Affair (8/12/2021) and (5) An update regarding the Audit presentation was given.

Presentation: Community Investment Opportunity

Pat Keefe, gave a presentation to Council regarding the housing needs within the City of Medford.
