City of Medford Common Council Meeting Minutes Tuesday, April 20, 2021 6:00 PM Council Chambers, City Hall 639 South Second Street Medford, WI {Subject to Council Approval}

Call to Order/Roll Call

Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

Pledge of Allegiance

Alderperson Weix began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: City Clerk Ashley Lemke and City Coordinator Joe Harris. City Attorney Courtney Graff was an excused absence Visitors Present

Visitors present were Brian Wilson - The Star News.

Clerk’s Certification of Elected Officials

Mayor Wellner recognized City Clerk Lemke who certified that all newly elected officials: First Aldermanic District (Wards 1 & 2) Alderperson Laura Holmes, Second Aldermanic District (Wards 3 & 4) Alderperson Gregory Knight, Third Aldermanic District Alderperson (Wards 5 & 6) Dave Roiger, and Fourth Aldermanic District Alderperson (Wards 7 & 8) Michael Bub are eligible to serve in the offices to which they were elected and have been properly sworn into those positions.

Citizens & Delegations Comments No citizens or delegations addressed the Council.

Minutes

Laura Holmes moved, Greg Knight seconded a motion to approve the April 12, 2021 Council and April 12, 2021 Council Closed Session 1 meeting minutes as presented, and to place the same on file in the Clerk’s Office. All in favor: All Aye. Motion Carried.

Local Depositories

The City of Medford is required under Wisconsin Statutes to designate its local depositories at its annual re-organizational meeting. This is done to allow the City to legally solicit funding bids from, and deposit municipal funds into the designated financial institutions.

Local Publication

Council Election - Council President Mayor Wellner opened the floor for nominations for Council President.

Clem Johnson moved, Dave Roiger seconded a motion to nominate Alderperson Michael Bub to serve as Council President. Clem Johnson moved, Laura Holmes seconded a motion to close nominations and cast a unanimous ballot for Alderperson Michael Bub to serve as Council President. Roll Call Vote: Dave J. Brandner - Yes; Laura Holmes - Yes; Greg Knight - Yes; Tim Hansen Yes; Christine Weix - Yes; Dave Roiger - Yes; Mike Bub - Yes; Clem Johnson - Yes (8 Yes; 0 No) Motion Carried. Alderperson Michael Bub was elected to serve as Council President for a one-year term.

Council Election - Plan Commission Appointment

Mayor Wellner opened the floor for nominations for the Council representative on Plan Commission.

Laura Holmes moved, Christine Weix seconded a motion to nominate Alderperson Tim Hansen to serve as the Council representative on the Plan Commission. Greg Knight moved, Laura Holmes seconded a motion to close nominations and cast a unanimous ballot for Alderperson Tim Hansen to serve as the Council’s representative to the Plan Commission. Roll Call Vote: Dave J. Brandner-Yes; Laura Holmes-Yes; Greg Knight-Yes; Tim Hansen-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (8 Yes; 0 No) Motion Carried. Alderperson Tim Hansen was elected to serve as the Council representative on the Plan Commission for a one-year term.

Mayoral Appointments Standing Committees

Mayor Wellner announced his appointments to the Council Standing Committees as follows. He also noted that Committee members will elect the Chairs.

Finance & Personnel Committee @ Dave J. Brandner, Greg Knight, Laura Holmes, and Christine Weix. Public Safety Committee @ Dave J. Brandner, Mike Bub, Clem Johnson, and Dave Roiger. Public Works Committee @ Mike Bub, Laura Holmes, Tim Hansen, and Christine Weix. Public Utilities @ Tim Hansen, Clem Johnson, Greg Knight, and Dave Roiger. Executive Committee @ Council President and the Chairs of the Council Standing Committees. These are the chairs of the Council Standing Committees and will be completed following election of the chairs.

Mayoral Appointments City Officials Mayor Wellner then announced his appointments relative to City Officials as follows: City Clerk – Ashley Lemke for a term of two years to expire April 30, 2023; Treasurer - Kathleen Tom for a two year term to expire April 30, 2023; Street & Water Superintendent - Joe Harris for a term of two years to expire April 30, 2023; Wastewater Utility Superintendent – Ben Brooks for a term of two years to expire April 30, 2023; Electric Utility Manager – Spencer Titera for a term of two years to expire April 30, 2023; Building Inspector – Robert Christensen for a term of two years to expire April 30, 2023; Planner – Robert Christensen for a term of two years to expire April 30, 2023; and City Attorney @ Schmiege, Graff & Koch Law Firm, ltd for a term of one year to expire April 30, 2022. All terms begin May 1, 2021.

Clem Johnson moved, Greg Knight seconded a motion to ratify the Mayor’s appointments relative to City officials as presented. Roll Call Vote: Dave J. Mayoral Appointments Boards/Commissions Mayor Wellner announced his appointments to Boards and Commissions as follows: Board of Appeals @ Dave Koester - (3-year term to expire April 30, 2024); and John Marshall (3-year term to expire April 30, 2024). Community Development Authority Board – Michael Wellner-Mayor (1 year term to expire April 30, 2022); Greg Knight-Council Representative (1 year term to expire April 30, 2022); Dave Koester (3-year term to expire April 30, 2024); Laurie Peterson (1 year term to expire April 30, 2022), and Terry Nau (1 year term to expire April 30, 2022). Comprehensive Plan Review Committee (Smart Growth) – Catherine Leifield-City representative (1 year term to expire April 30, 2022), Chad Liske-City personnel (1 year term to expire April 30, 2022); Jesse Lukewich-Smart Growth participant (1 year term to expire April 30, 2022), Chuck Zenner-Economic Development Foundation (2 year term to expire April 30, 2023), Dave Zimmerman-Plan Commission (2 year term to expire April 30, 2023), and Laura Holmes-Council (2 year term to expire April 30, 2022). Citizens Participation Committee

– Michael Wellner (1-year term to expire April 30, 2022; and Clem Johnson-Low to Moderate Income Representative (2 year term to expire April 30, 2023) Northwest Regional Planning Commission Representative – Greg Knight (1-year term to expire May 1, 2022) and Michael Wellner – Alternate (1-year term to expire May 1, 2022). Taylor County Solid Waste/Recycling (City Representative) – Joe Harris (1-year term to expire May 1, 2022). Citizens Advisory Committee for the Land & Water Management Plan (City Representative) – Greg Knight (1-year term to expire May 1, 2022).

Taylor County Land Use Planning Advisory Committee (City Representative) – Greg Knight (1-year term to expire May 1, 2022).

Michael Bub moved, Christine Weix seconded a motion to ratify the Mayor’s appointments relative to the various Boards and Commissions as presented. Roll Call Vote: Dave J. Brandner- Yes; Laura Holmes-Yes; Greg Knight-Yes; Tim Hansen-Yes; Christine Weix-Yes; Dave Roiger-Yes; Mike Bub-Yes; Clem Johnson-Yes (8 Yes; 0 No) Motion Carried.

Issuance of Operator’s (Bartender’s) License(s) Clem Johnson moved, Dave Roiger seconded a motion to the issuance of two-year regular operator’s licenses for the period beginning April 21, 2021 and ending June 30, 2021 to Lizabeth Neuenfeldt. All in favor: All Aye. Motion Carried.

Coordinator’s Report - Joe Harris The Coordinator’s Report was as follows: (1) An update on the Electric Utility projects was given. (2) An update on the Public Works projects was given. (3) An update on the Wastewater Utility projects was given. (4) Upcoming Special Events (Pine Line Marathon) was given. (5) Public Works employee Travis Gilles has received a successful six-month job performance evaluation. Effective April 26, 2021, his wage will increase from $22.30 per hour to $23.54 per hour. (6) An update on the Brehm property located at W6096 County Road O will be given at the meeting. (7) An update on the Plan Commission meeting from April 8, 2021 will be given at the meeting.
