City of Medford Common Council Meeting Minutes Monday, April 12, 2021 6:00 PM Council Chambers, City Hall 639 South Second Street Medford, WI {Subject to Council Approval}

Call to Order/Roll Call

Mayor Mike Wellner called the meeting to order with the following members present: Dave J. Brandner, Laura Holmes, Greg Knight, Tim Hansen, Christine Weix, Dave Roiger, Mike Bub, and Clem Johnson.

Pledge of Allegiance

Alderperson Hansen began the meeting by leading the group in the reciting of the “Pledge of Allegiance”.

Open Meeting Law Compliance Mayor Wellner announced that this was an open meeting of the Common Council. Notice of this meeting was given to the public at least 24 hours in advance of the meeting by forwarding the complete agenda to the official City newspaper, The Star News, and to all news media that have requested the same as well as posting. Copies of the complete agenda were available for inspection at the City Clerk’s Office. Anyone desiring information as to forthcoming meetings should contact the City Clerk’s Office.

City Personnel Present

The following City personnel were present: City Clerk Ashley Lemke, City Coordinator Joe Harris, Police Chief Chad Liske, and Patrol Officer Anthony Schuett. City Attorney Courtney Graff was an excused absence.

Visitors Present

Visitors present were Brian Wilson - The Star News, Val McRoberts, Ron Juedes, and Kelly & Nathan Weiland.

Adjourn to Public Hearing

Laura Holmes moved, Dave Roiger seconded a motion to adjourn to the public hearing at 6:03 PM to consider the City’s intent to exercise its police power in accordance with Wisconsin Statute §66.0701 & 66.0703, to levy special assessments upon all property abutting upon both sides of North Shattuck Street starting approximately 50 feet North of its intersection with Highland Lane to the City Limits. The total project will be approximately 1,250 feet in length. The public improvements shall consist of storm sewer, bituminous surfacing, curb & gutter, water main, sanitary sewer, driveway aprons, landscaping, temporary landscaping easements, and engineering. All in favor: All Aye. Motion Carried. Meeting Adjourned to Public Hearing.

Motion Carried. Public Hearing Adjourned. Council Meeting Citizens & Delegations Comments No citizens or delegations addressed the Council.

Police Oath of Honor

Mayor Wellner administered the Police Oath of Honor to Patrol Officer Anthony Schuett.

Minutes

Laura Holmes moved, Christine Weix seconded a motion to approve the minutes from (1) February 22, 2021 Committee of the Whole Closed Session; (2) March 2, 2021 Council Closed Session #2; (3) March 8, 2021 Committee of the Whole Closed Session; (4) March 16, 2021 Council; (5) March 23, 2021 Committee of the Whole; (6) March 23, 2021 Committee of the Whole Closed Session #1; (7) March 23, 2021 Committee of the Whole Closed Session #2, and to place the same on file in the Clerk’s Office. All in favor: All Aye. Motion Carried.

Ordinance Enacting & Adopting a Supplement to the City’s Code of Ordinances Council reviewed a draft Ordinance that adopts the 2020 supplement to the City’s Code of Ordinances. These ordinances have already been adopted. The proposed ordinance simply adopts the amendments to the City’s Code.

Clem Johnson moved, Laura Holmes seconded a motion to suspend Council Rules #21A & #12B and adopt Ordinance #1056 that adopts the 2020 supplement to the City’s Code of Ordinances. Special Assessments for All Property Abutting Upon Both Sides of North Shattuck Street starting approximately 50 feet North of its intersection with Highland Lane to the City Limits.

Dave Roiger moved, Clem Johnson seconded a motion to approve the following reports submitted by the City Coordinator relative to the City’s intent to exercise its police power in accordance with Wisconsin Statute §66.0701 & 66.0703, to levy special assessments upon all property abutting upon both sides of North Shattuck Street starting approximately 50 feet North of its intersection with Highland Lane to the City Limits. The total project will be approximately about 1,250 feet in length. The public improvements shall consist of storm sewer bituminous surfacing, curb & gutter, water main, sanitary sewer, driveway aprons, landscaping, temporary landscaping easements, and engineering. The reports include: (1) Plans & Specifications; (2) Statement of Benefits Conferred; (3) Estimate of the entire cost of the improvements; and (4) A schedule of the proposed assessments. Transfer of Funds to Nonlapsing Park Development Account In 2021, the City was required to send the balance of $317,000 that was in the revolving loan fund to the State. The money is to be returned through the Community Development Block Grant-Public Facilities/Planning grant reimbursement. Since the Wastewater Utility had an open Community Development Block Grant, the City was able to use the Revolving Loan Fund money towards the City’s portion of the match.

Dave Roiger moved, Laura Holmes seconded a motion to approve the transfer of the Public Works Departments cost share of $215,160 and the Wastewater Utility allocation of $101,840 to the Non-lapsing Park Development account (#10-57620-81400).
