New vote coming in May on Clark care center project
The Clark County Board of Supervisors will get another chance in May to approve a $7.5 million loan to fund an expansion/remodeling project at the Rehabilitation & Living Center near Owen. The vote planned for May 18 will be the third since last September on funding for the potential project, with the first two falling short of the three-fourths majority vote required for authorization of county debt.
Two county committees met jointly Monday afternoon at the center to compare a scaled-down plan to borrow $1.5 million for remodeling of existing space/maintenance projects and the full $7.5 million option to add a 24-bed wing and convert dozens of semi-private rooms into private ones. The Finance Committee and the CCR&LC Sub-Committee both voted to send to the full Board a resolution calling for the $7.5 million plan, with a 10-year loan payback. The resolution will contain several “stipulations” that would require the center to pay back the loan with increased revenues generated by the upgrade, and to not request any more property tax levy funds than it now does.
